The Delegated Decisions by the Cabinet Member for Transport Management on 26 February 2026 saw a series of parking and traffic management measures approved across Oxfordshire. Key decisions included the introduction of permit parking schemes in Banbury's Hightown Road, Broughton Road, and Gilkes Yard, as well as West End in Witney. Several Disabled Persons Parking Places (DPPPs) were approved for introduction, removal, or relocation in various locations, while others were not approved. Additionally, speed limits were amended on the B4047 near Minster Lovell, an existing 20mph limit was extended in Upper Milton, and an experimental one-way system was approved for Nelson Street in Thame. Finally, two new Toucan crossings were approved for Ladygrove, Didcot, and amendments were made to parking permit eligibility in Oxford and Didcot.

Banbury: Hightown Road Area (Phase 2) – Proposed Parking Restrictions

The Cabinet Member approved the introduction of permit parking in the Hightown Road area of Banbury. This includes 'Residents permit holders parking only' restrictions on Dexter Close, Green Lane, Ridge Close, and Windmill Close. Amended proposals were also approved for Foscote Rise, Lodge Close, and Valley Road, introducing 'Shared-use parking bays' allowing permit holders or a two-hour limited stay. The proposed 'No Waiting at Any Time' restrictions (double yellow lines) on Dexter Close, Foscote Rise, Green Lane, Lodge Close, Ridge Close, Valley Road, and Windmill Close were not approved.

Banbury: Broughton Road & Gilkes Yard – Proposed Parking Restrictions

The Cabinet Member approved the introduction of permit parking in Broughton Road and Gilkes Yard, Banbury. This includes 'Residents permit holders parking only' restrictions at all times on the entire length of Gilkes Yard and on Broughton Road. Additionally, 'No Waiting at Any Time' restrictions (double yellow lines) were approved for Broughton Road. An amended proposal to include Nos. 32 and 34 Broughton Road within the permit eligibility area was also approved.

Witney: West End – Proposed Parking Restrictions

Permit parking has been approved for West End, Witney. On the north side of the street, 'Permit holders only' bays will be introduced. The south side will feature 'Shared-use parking bays', allowing permit holders to park at all times, with a two-hour limited waiting period for non-permit holders between 8 am and 6 pm daily. The proposed 'No Waiting at Any Time' restrictions (double yellow lines) on West End were not approved.
