The Licensing Sub-Committee of Barking and Dagenham Council met on Wednesday 4 March 2026 and granted a premises licence for Judiya Enterprises, located at 70 Station Parade, Barking. This decision followed an agreement reached between the applicant and the Metropolitan Police, who had initially objected to the proposed hours for the sale of alcohol.
Judiya Enterprises Premises Licence Application
The Sub-Committee considered an application for a new premises licence for Judiya Enterprises, located at 70 Station Parade, Barking. The application, made by Gnanasegeram Moses Raijkumar, sought permission for the sale of alcohol seven days a week from 7:00 am to 2:00 am.
The Metropolitan Police had initially lodged a representation against the application, citing concerns that the proposed late hours would exacerbate existing issues with anti-social behaviour and crime in Barking town centre, potentially undermining the licensing objectives of the prevention of crime and disorder, public safety, and the prevention of public nuisance. PC Owen Dunn, writing on behalf of the Metropolitan Police, noted that the premises already had extended hours compared to other off-licences in the area and expressed concern that a further extension to 2:00 am would contribute to street drinking and potentially lead to similar applications from other businesses. The police also highlighted previous instances where they had raised concerns with the premises regarding serving known street drinkers.
However, subsequent discussions between the applicant's agent and the Police resulted in an agreement. The Senior Licensing Officer confirmed that the Police had formally withdrawn their representation based on revised proposals. The agreed hours for the sale of alcohol were set as Sunday to Thursday from 7:00 am to midnight, and Friday to Saturday from 7:00 am to 2:00 am. The opening hours of the premises were also to reflect these amended times, with conditions agreed as per the application.
As neither the applicant nor the Police were present at the hearing, the Sub-Committee proceeded to make a decision based on the information presented. After considering all representations, the Licensing Act 2003, statutory guidance, and the Council's Statement of Licensing Policy, the Sub-Committee resolved to grant the amended application. This means Judiya Enterprises can now operate with the agreed-upon hours for the sale of alcohol.
