The Planning Sub Committee B of Islington Council is scheduled to meet on Monday 9 March 2026 to consider a range of planning applications. The agenda includes proposals for a rear extension at 137 Newington Green Road, conservation work on the Clock Tower at Highbury Hill, and the stopping up of a section of footway on Wilson Street to facilitate development.
137 Newington Green Road, London, N1 4RA
The committee will consider a part-retrospective application for the retention of a two-storey full-width rear extension at 137 Newington Green Road1. The application also includes alterations such as the relocation and increased height of a rear extraction flue, and the installation of a new extraction system on the flat roof. This development has previously been subject to an Enforcement Notice, which was appealed and dismissed by the Planning Inspectorate. The Inspector found that while the scale and massing of the extension were acceptable, its external finish gave it an unfinished appearance and harmed the character and appearance of the Newington Green Conservation Area2. The current proposal aims to address these concerns by introducing a high-quality brick cladding that matches the existing London Stock brick of the host terrace. The relocation and increased height of the extraction flue, along with a new rooftop extraction system, are designed to reduce visual prominence and improve odour and noise control. Acoustic reports have been reviewed, and a comprehensive set of conditions is recommended to secure noise mitigation, limit plant operating hours, and ensure a detailed sound-insulation scheme. The proposal also includes sustainability measures and improved building performance. The report notes that the applicant will be required to comply with all Building Regulations and Fire Safety Regulations.
Clock Tower, Highbury Hill, London, N5 1BA
Listed Building Consent is sought for the dismantling of the Jubilee Clock Tower3 at Highbury Hill, its removal offsite for conservation repair and refurbishment, and its subsequent reinstallation onto its current plinth. The Jubilee Clock Tower, a Grade II listed structure donated in 1897 to celebrate Queen Victoria's diamond jubilee, is described as being in a deteriorating condition, with issues including deterioration of paintwork, cracking and corrosion of cast iron elements, and a silent clock mechanism. The report states that the proposed works are necessary and desirable for the long-term conservation of this heritage asset. The decision to dismantle and repair the tower offsite is supported due to the challenges posed by its location in the centre of a road used as a bus stand and turning circle, as well as the tight access for internal repairs. The proposal includes full dismantling, cleaning, paint analysis to determine the original colour scheme, metalwork repairs, repainting and regilding, and the overhaul of the clock mechanism. The works are considered to be an enhancement to the designated heritage asset, its setting, and the Highbury Fields Conservation Area4. A Directors' Agreement is also required to secure the return and re-erection of the clock tower.
Arbuthnot House, 7-21 Wilson Street, London, EC2M 2SN
The committee will consider an application to stop up part of the existing footway on Wilson Street under Section 247 of the Town and Country Planning Act 19905. This is to enable development at Arbuthnot House, 7-21 Wilson Street, which has been granted planning permission under reference P2024/3548/FUL and amended by a non-material amendment P2025/1892/NMA. The approved development includes a replacement single-storey roof extension, rear extensions, a replacement façade, and associated alterations. The proposed stopping up relates to small sections of the footway, each 0.1m in width, along the approved ground floor façade. The report indicates that the approved façade protrudes over the public highway by 100mm. The proposed stopping up would retain a public footway width of between 2.3m and 2.4m, which is considered not to obstruct the free movement of pedestrians or impact vehicular traffic. The council's Highway Officer has not objected to the proposal. If approved, further consultation will be carried out as required by Section 252 of the Act.
