The Local Development Committee of Newham Council was scheduled to discuss two planning applications. The first concerned a waste transfer facility in Canning Town, and the second involved a change of use for a building in Stratford to a large-scale house in multiple occupation (HMO).
Oasis Park, Stephenson Street, Canning Town, London, E16 4SA
The committee was scheduled to consider a proposal for the retention and refurbishment of an existing waste enclosure at Oasis Park. This would involve the demolition of an ancillary office and the erection of two enclosed buildings. Works to the external yard and external storage were also part of the proposal, all for use as a waste transfer facility (Class B2) for the processing and recycling of commercial waste. The report pack indicated that the officer recommendation was to approve this application, subject to a legal agreement under Section 106 of the Town and Country Planning Act 1990 and various conditions. These conditions included requirements for a Construction Logistics Plan, a Construction and Demolition Environmental Management Plan, and details regarding material samples, cycle parking, and energy verification. The Section 106 agreement was set to include provisions for car parking permit-free development, contributions towards travel plan monitoring and measures, and local employment targets during construction and operation.

The committee was also scheduled to discuss a change of use application for the building at 49 - 51 Broadway, Stratford. The proposal involved changing the use of the second floor and part of the first floor from office (Class E) to a large-scale house in multiple occupation (HMO) (sui generis). The plans also included the retention, with some alterations, of a third-floor roof extension, improvements and repairs to office areas at basement level, restoration of the front entrance hall, and the provision of stores for cycles, refuse, and recycling facilities at ground floor level. The application site is located within the Stratford St. John's Conservation Area and is a Grade II listed building. The officer recommendation was to approve this application, subject to a legal agreement under Section 106 and a series of conditions for both the planning permission and listed building consent. These conditions included requirements for demolition and construction logistics plans, material approvals, green roof specifications, and a detailed management plan for the HMO. The Section 106 agreement was to include provisions for car parking permit-free development and a contribution towards mitigation for the Epping Forest Special Area of Conservation (SAC).
