Neighbourhood Moves Scheme

The panel was scheduled to receive an overview of the Neighbourhood Moves Scheme (NMS). This scheme, approved by Haringey's Cabinet in February 2021, aims to give priority for newly delivered council-rented homes to existing secure tenants living in the local area. The report was expected to detail the scheme's background, its results on the allocation and letting of homes, and proposed changes to the scheme as part of the wider Allocations Policy review. The current NMS offer applies to developments with four or more new homes, prioritising tenants living on the same estate or within 250 metres of the new homes. Priority within this local band is determined by current housing arrangements, with those with spare bedrooms first, followed by those who are overcrowded, and then those with other housing needs. The report indicated that between April 2024 and December 2025, there were 184 moves under the NMS across various schemes, representing 31% of the total units let. Proposed changes to the NMS include simplifying the catchment area to 250 metres, including Housing Association tenants, giving under-occupiers anywhere in the borough priority, requiring a housing need for moves, limiting second NMS moves to after five years, and only offering homes on schemes of 10 or more units.

KPI Update

An update on Key Performance Indicators (KPIs) for the Housing Service was scheduled to be presented. The report pack included a slide deck detailing performance for January 2026. Highlights included 100% compliance for asbestos sites and LOLER lifts, and rent collection for General Needs and Sheltered Housing being above target at 98.5%. Areas of concern included satisfaction with last repairs, first-time fixes, emergency repairs, and voids, all of which were below target. The percentage of rent collected for temporary accommodation remained below target, and leaseholder service charge collection had decreased. The report also detailed specific performance metrics for repairs, void properties, emergency repairs, gas compliance, and electrical inspections, with several KPIs assessed as Red or Amber .

Housing Revenue Account Business Plan and Budget 2026/27

The panel was scheduled to consider the Housing Revenue Account (HRA) Business Plan and Budget for 2026/27. This annual plan considers projected income and expenditure over 10 and 30-year periods. The report provided an update on the aims and ambitions for the medium and long term, and proposals for the 2026/27 budget, which were due to be presented to the Council for approval in March 2026. Discussions were expected to cover revenue contributions to capital, the sustainability of long-term borrowing costs, tenant affordability assessments, and the Neighbourhood Moves Scheme.
