The Planning Committee of Harrow Council met on Wednesday 25 March 2026, deferring decisions on two planning applications for new housing developments to allow for site visits. The committee also reviewed the quarterly appeals report, noting a significant improvement in the council's success rate in dismissed appeals.
Land to the Rear of The Middle Way, HA3 7TS (PL/2983/24)
The committee considered a proposal for the redevelopment of a brownfield site to create five one-bedroom dwellings. The application, which was for community-led housing intended to be 100% affordable and rented at London Affordable Rent levels, was recommended for approval subject to a Section 106 legal agreement. This agreement would secure the provision of community-led housing in perpetuity and cover legal and monitoring fees.
Despite the officer's recommendation for approval, Councillor Marilyn Ashton, Chair of the committee, proposed deferring the decision to allow for a site visit. This was seconded by Councillor Christopher Baxter and agreed by the majority of the committee. The decision to defer was made to allow members to better understand the site's context and its relationship with neighbouring properties.
Amy Johnson Court, Mollison Way, Edgware (PL/2987/24)
A similar proposal for the redevelopment of land at Amy Johnson Court to create five one-bedroom dwellings, also intended as community-led affordable housing, was presented. This application also included demolition of existing garages and the construction of a single-storey dwelling and a single to three-storey building, with green roofs and associated landscaping. The recommendation was for approval, subject to a Section 106 agreement covering community-led affordable housing and biodiversity net gain.
Councillor Ashton again proposed deferring the decision for a site visit, which was seconded by Councillor Samir Sumaria and agreed by the committee. This decision was made to allow members to gain a clearer understanding of the site and its surroundings.
Appeals Report Quarterly 4 (Calendar Year)
The committee received and noted the Appeals Report for the fourth quarter of the calendar year. The report highlighted a success rate of 84.7% for dismissed appeals, an improvement from the previous year. Councillor Ashton attributed this success partly to the emerging Local Plan, which was beginning to carry significant weight and assist in defending refusal grounds.
