The Delegated Decisions by Cabinet Member for Transport Management meeting of Oxfordshire Council was scheduled to discuss several transport and highway improvement proposals across the county. Key items included the approval of the Wallingford Area Local Cycling and Walking Infrastructure Plan (LCWIP), proposed traffic management measures for the A4130 at Steventon, and the introduction of a Toucan crossing and shared-use path on Copenhagen Drive in Abingdon. The meeting was also set to consider the introduction of new bus stop clearways in Ladygrove, Didcot, and a new Puffin crossing on the A329 Reading Road in Cholsey. Additionally, decisions were scheduled regarding the introduction, removal, and formalisation of Disabled Persons Parking Places in various locations across Cherwell and West Oxfordshire districts, as well as proposed 20mph speed limit extensions in Forest Hill and Brightwell Baldwin, and an extension of a 20mph speed limit on Green Lane in Chesterton.
Wallingford Area Local Cycling and Walking Infrastructure Plan (LCWIP)
The meeting was scheduled to consider the approval of the Wallingford Area Local Cycling and Walking Infrastructure Plan (LCWIP). This strategic plan, developed for Wallingford and surrounding villages including Crowmarsh Gifford, Benson, Cholsey, Ewelme, Brightwell-cum-Sotwell, Shillingford, and Warborough, aims to identify and propose improvements to walking and cycling infrastructure over a ten-year period. The LCWIP supports Oxfordshire County Council's Local Transport and Connectivity Plan (LTCP) policies, focusing on developing transport schemes that prioritise pedestrians and cyclists, create comprehensive walking and cycling networks, and implement LCWIP proposals. The plan identifies a network of routes and sets out high-level proposals for improvements based on public and stakeholder engagement, audits, and consultation. Adopting the LCWIP is intended to provide local policy backing to help secure funding from central government and developer contributions for the development and delivery of walking and cycling infrastructure in the Wallingford area.
A4130, Steventon Lights - Proposed Traffic Management Measures
Proposals for traffic management measures on the A4130, west of the A34 Milton Interchange, and on the B4017 Steventon Hill were scheduled for consideration. These included recommendations to approve 30mph speed limits on sections of the A4130 and B4017, introduce bus lanes on the A4130 eastbound carriageway, and implement 'No U-Turn' restrictions for westbound traffic on the A4130 at its signalised junctions with Trenchard Avenue and the B4017 Steventon Hill. These measures are being promoted to enhance road safety and improve public transport.
Copenhagen Drive, Abingdon - Proposed Toucan Crossing and Shared Use Path
The meeting was scheduled to consider proposals for Copenhagen Drive in Abingdon. These included the approval of a new Toucan Crossing, to be located west of the roundabout junction with Wootton Road, and the conversion of an existing section of segregated foot and cycleway south of the proposed Toucan Crossing into a shared-use path. These measures are part of a section 278 agreement for a nearby development.
Proposed Bus Stops - Ladygrove, Didcot
The introduction of two new bus stop clearways on Lady Grove in Didcot was scheduled for approval. These would include a 'No stopping except local buses' restriction on either side of Lady Grove, as advertised. The locations were agreed as part of outline planning application and the S278 technical approval process.
Proposed Puffin Crossing - A329 Reading Road, Cholsey
Proposals for a new signalised crossing on the A329 Reading Road in Cholsey, near its junction with Ferry Lane, were to be considered. The aim of this Puffin crossing is to improve road safety by providing a safer point for pedestrians to cross the road.
Proposed Disabled Persons Parking Places - Cherwell and West Oxfordshire
A significant portion of the meeting was dedicated to decisions on proposed Disabled Persons Parking Places (DPPPs) across Cherwell and West Oxfordshire. This included recommendations to approve the introduction of new DPPPs at numerous locations, including several in Banbury and Bicester, and also in Carterton, Chipping Norton, Cropredy, Eynsham, Hanwell, Milton under Wychwood, and Woodstock. Additionally, recommendations were scheduled for the removal of existing DPPPs in Banbury and Deddington, the formalisation of a DPPP in Eynsham, and the deferral of a decision on a DPPP on Portway, Banbury, for further investigation. One recommendation was to not approve the removal of a DPPP on Edmunds Road in Banbury.
Proposed 20mph Speed Limit Extension - Forest Hill, Shotover, Old Road
The extension of an existing 20mph speed limit on Old Road in Forest Hill was scheduled for approval. This measure is part of Phase 3 of the Countywide 20mph Speed Limit project.
Proposed 20mph Speed Limits - Brightwell Baldwin
The introduction of a 20mph speed limit within Brightwell Baldwin and Brightwell Upperton was also on the agenda. This proposal is part of the Vision Zero project, aiming to improve road safety.
Proposed 20mph Speed Limit Extension - Land South of Green Lane, Chesterton
Finally, the extension of an existing 20mph speed limit on Green Lane, Chesterton, was scheduled for consideration. This extension is required as part of a development and aims to maintain low vehicle speeds in the area.
The meeting also included standard procedural items such as declarations of interest and questions from County Councillors, as well as provisions for petitions and public address. The minutes of the previous meeting held on 26 March 2026 were also scheduled for confirmation.
