The Non-Strategic Planning Committee of West Northamptonshire Council met on Thursday 19 March 2026, determining a range of planning applications. Key decisions included the refusal of an outbuilding at 63 Bougainvillea Drive, Northampton, due to its overbearing nature, and the refusal of a micro energy storage project in West Haddon due to its negative impact on the local landscape and residential amenity. Conversely, the committee approved the change of use of a former veterinary clinic to a betting shop at 139 St James Road, Northampton, and the construction of a 66-bed care home in Deanshanger.
63 Bougainvillea Drive, Northampton (Application 2025/4359/FULL)
The committee refused permission for a retrospective outbuilding at 63 Bougainvillea Drive, Northampton. Councillor Stephen Hibbert, the local ward member, argued that the outbuilding was excessive in size and height, its use was more than incidental, and it created an intrusive light source. The committee agreed, voting to refuse the application on the grounds that the outbuilding's height, scale, and siting were unduly dominant and overbearing, negatively impacting the residential amenity of neighbouring properties and creating a perception of overlooking. This decision conflicted with the Case Officer's recommendation to grant permission.
Hall Court House, 1 High Street, Brixworth (Application 2026/0208/FULL)
Permission was granted for the replacement of a front door at Hall Court House, 1 High Street, Brixworth. Councillor Christine Ware, who resided in the area, declared an interest and left the meeting for the discussion of this item. The application was approved in accordance with the Case Officer's recommendation.
139 St James Road, Northampton (Application 2025/4352/FULL)
The committee approved the change of use of a former veterinary clinic to a betting shop at 139 St James Road, Northampton. The applicant, Paul Goodyear, spoke in support, highlighting that the application would bring a vacant unit back into use and that there was no overconcentration of betting shops in the area. The Local Highway Authority raised no objections. The application was approved in line with the Case Officer's recommendation.
Land North East of High Street, Deanshanger (Application 2025/2472/FULL)
Permission was granted for the erection of a 66-bed care home for older people at Land North East of High Street, Deanshanger. Anne Thompson, representing Deanshanger Parish Council, spoke in support, requesting that Biodiversity Net Gain be delivered within the parish and for contributions towards bus links and monitoring of GP practice contributions. Samuel Finlay, the Agent for the Applicant, explained that the development addressed a local need for care home places and was designed sympathetically to the nearby Deanshanger Conservation Area. The committee approved the application in accordance with the Case Officer's recommendation, with a request that the applicant explore delivering Biodiversity Net Gain within the parish where practicable.
Verge to the South of Northampton Road and opposite Scarff Way, West Haddon (Application 2025/3758/FULL)
The committee refused permission for the construction and operation of a micro energy storage project at the verge to the south of Northampton Road and opposite Scarff Way, West Haddon. Objectors, including James Heaton from West Haddon Parish Council, Councillor Rosie Humphreys, and local resident Marc Mynard, raised concerns about the visual impact on the village gateway, the inappropriate location for an industrial unit, and proximity to residential properties, citing potential fire risks. Ben Wallace, the Agent for the Applicant, argued that the project supported low-carbon technologies and was located near an existing substation. Despite the Case Officer's recommendation to grant permission, the committee voted to refuse the application, citing its siting and proximity to properties as creating an unacceptable impact on the local landscape and residential amenity, contrary to Policy ENV9 of the Settlements and Countryside Local Plan Part 2.
Unit A1, 1-5 Fairground Way, Northampton (Application 2024/2747/FULL)
Permission was granted for the extension of a retail unit, external alterations to facilitate subdivision, removal of the existing garden centre, and the widening of permitted goods to include food and drink sales from Unit A1(B) at Unit A1, 1-5 Fairground Way, Northampton. Councillor Stephen Hibbert spoke in support, highlighting public support and economic benefits. Craig Blatchford, the Agent for the Applicant, and Phil Marsden, representing Marks and Spencer, also spoke in support, detailing the proposal's benefits, including job creation and enhanced retail choice. The committee approved the application in accordance with the Case Officer's recommendation.
