The Planning Committee of Croydon Council met on Thursday, 19 March 2026, to consider several planning applications. The committee granted permission for two significant developments: the redevelopment of land south-east of Croydon College to provide 673 residential units and commercial space, and the demolition of a dwelling at Mostyn, The Avenue, Coulsdon, to erect a three-storey building with six residential flats.
Redevelopment of Land South East of Croydon College, College Road, Croydon, CR9 1DX
The committee granted planning permission for the redevelopment of this site to provide three buildings ranging from 16 to 42 storeys in height. The development will include 673 residential units (Use Class C3), flexible Class E floorspace, associated landscaping, cycle parking, servicing, refuse and plant areas, public realm works, and highways works.
The proposal was recommended for approval by officers, who highlighted the substantial public benefits, including significant housing provision and public realm improvements, which they concluded outweighed the identified harms, such as less than substantial harm to heritage assets. The decision to grant permission was made with nine members voting in favour, one against, and none abstaining.
Demolition of Existing Dwelling and Erection of a Three-Storey Building at Mostyn, The Avenue, Coulsdon, CR5 2BN
Planning permission was granted for the demolition of the existing dwelling and the erection of a three-storey building to provide six residential flats. This development includes vehicular access, car parking, and associated landscaping.
The application was brought before the committee due to the number of objections received, exceeding the threshold for committee consideration, and a request from the ward councillor, Councillor Luke Shortland. The recommendation to grant permission was proposed by Councillor Clive Fraser and seconded by Councillor Appu Srinivasan. The motion to grant permission was carried with eight members voting in favour, one against, and one abstaining.
