The Planning Committee of Croydon Council met on Thursday, 09 April 2026, to discuss planning applications. The committee refused an application for six dwellings at Hampton, Hawkhirst Road, Kenley, citing concerns over overdevelopment, harm to the local area, and a lack of sustainable transport contributions. The committee also noted the weekly planning decisions made since the last meeting.
Hampton, Hawkhirst Road, Kenley
The committee refused planning permission for the demolition of an existing dwelling and garages and the erection of six new dwellings at Hampton, Hawkhirst Road, Kenley. The decision was made after Councillor Sean Fitzsimons proposed deferring the application for a site visit, which was not carried. Subsequently, Councillor Mark Johnson proposed refusing the application on the grounds of overdevelopment, harm to the local area due to size, scale, and visual dominance, and a failure to enhance local character. Concerns were also raised about the absence of a legal agreement to secure sustainable transport options. This motion was seconded by Councillor Lara Fish and carried by a vote of five to four.
The application had previously been refused for similar reasons, and the applicant had appealed this decision. The current proposal sought to address concerns raised by reducing the number of units from seven to six, increasing the separation distances between buildings, and amending the design and massing of some units. However, despite these amendments, the committee ultimately decided that the development still constituted an overdevelopment of the site and would be visually dominant and out of character with the surrounding area.
The meeting also noted the weekly planning decisions made between 09 March 2026 and 29 March 2026.
