The Planning Sub-Committee of Croydon Council met on Thursday, 09 April 2026, to discuss several planning applications. The committee granted planning permission for developments at 19 Downsview Road and 26 Lonsdale Road, but refused the application for 245 Violet Lane.
19 Downsview Road, Upper Norwood, SE19 3XD
The committee granted planning permission for the erection of a two-storey dwelling at 19 Downsview Road. The application had been amended to reduce the scale and design of the building, addressing previous concerns. Councillor Patsy Cummings, the referring Ward Councillor, withdrew her referral after the amendments were made, stating that the massing was now similar to surrounding homes and residents had withdrawn their objections. The proposal was considered to be appropriate to the character of the area and would not have an unacceptable effect on neighbouring living conditions.
26 Lonsdale Road, South Norwood, SE25 4JJ
Planning permission was granted for the erection of a single-storey rear extension and a first-floor side extension at 26 Lonsdale Road, along with changes to the front fenestration and the conversion of an existing six-bedroom House in Multiple Occupation (HMO) to a seven-bedroom, seven-person HMO. The application had been amended to reduce the scale of the extensions and the number of occupants. Ward Councillors Amy Foster and Jessica Hammesley-Rich had referred the application due to concerns about over-intensification, excessive extensions, neighbour amenity harm, parking, refuse, and character harm. However, officers concluded that the increase from six to seven occupants was not a material change of use and that the extensions were appropriate. The committee noted the applicant's willingness to enter into a Section 106 agreement to prevent tenant parking permits, although officers had not requested this.
245 Violet Lane, Croydon CR0 4HN
The committee resolved to refuse the planning application for extensions at 245 Violet Lane. The application sought permission for a single-storey front extension, ground-floor wraparound extension, first-floor rear extension, and side extension, along with the demolition of a chimney stack. Objections were raised by local residents and Ward Councillors Rowenna Davis, Ellily Ponnuthurai, and Simon Fox, primarily concerning the impact on the Presbytery of St. Dominic's Catholic Church, located at 243 Violet Lane. Concerns included loss of natural light, privacy, and outlook, as well as the cumulative impact of the extensions on the character of the area. While officers noted that the proposed first-floor rear extension would align with the rear building line of the Presbytery and that a prior approval existed for a significant ground-floor extension, councillors felt the overall scale of the extensions, particularly the first-floor rear extension, would have a detrimental impact on the Presbytery's amenity. The committee voted to refuse the application on the grounds of harm to the character and amenity of the adjoining property, specifically the Presbytery, due to the height, bulk, mass, and impact on daylight.
