The East Sub-Area Planning Committee of Cornwall Council is scheduled to consider two planning applications. The committee will also receive an update on planning appeals.
Demolition and Replacement Dwelling in St Minver
A key item on the agenda is the application for the demolition of an existing dwelling and the construction of a replacement self-build dwelling at Little Mesmear, Treglines Lane, St Minver, Wadebridge, Cornwall, PL27 6RA1. The proposal also includes a change of use of land to associated residential use. The application has been called to committee at the request of Divisional Member Rosie Moore CC, who has raised concerns that the proposal may conflict with the Cornwall Local Plan2, particularly regarding the protection of the countryside and the need for development to respect its historic, cultural, and natural context. The existing dwelling, while not listed, is identified as having heritage and character value. The report pack indicates that officers recommend approval, noting that while the demolition would harm a non-designated heritage asset, the benefits of the scheme, including economic and environmental improvements, outweigh this harm. The report also details considerations regarding design, heritage impact, ecology, residential amenities, and access.
Permission in Principle for New Dwellings in North Hill
Another significant item for discussion is an application for Permission in Principle for the construction of between four and nine dwellings at Yellow On The Broom, Blythes Farm, North Hill, Launceston, Cornwall, PL15 7PG. This application has been brought before the committee at the request of Electoral Divisional Member Adrian Parsons CC, who, along with North Hill Parish Council, has raised concerns that the site is not well located for development and represents an extension into open countryside. The report pack suggests that officers recommend approval for Permission in Principle, citing the Council's current lack of a five-year housing land supply and the presumption in favour of sustainable development. While acknowledging the limited facilities in North Hill, the report notes its function within a wider network of villages and the availability of public transport. The scale of four to nine dwellings is considered appropriate for this stage of the application, with detailed design considerations to be addressed in a subsequent Technical Details Consent stage.
Appeals Report
The committee will also receive an Appeals Report, which provides information on appeals lodged and decided between 30 January 2026 and 27 February 2026. This report details various planning application appeals, including those lodged and those that have reached a decision, with outcomes such as dismissal, allowance, or withdrawal.
