The Cabinet - Shareholder Group of Wiltshire Council was scheduled to discuss the Stone Circle 2026/27 Business Plan and a review of Stone Circle. The meeting was also to include the confirmation of minutes from previous meetings.

Stone Circle 2026/27 Business Plan Revised Financial Model

The meeting was scheduled to receive a report concerning the Stone Circle 2026/27 Business Plan. This plan was previously considered by the Shareholder Group on 20 January 2026, at which time the group resolved to approve the proposals subject to several conditions. These included an external review of the Stone Circle Housing Company's current model and advice on alternative models, the preparation of a business plan for the purchase of one and two-bedroom flats, and proceeding with decisions made at the previous meeting regarding the Development Company and Stone Circle acquiring an established Registered Provider. The report pack indicated that the Director of Legal & Governance would be delegated to implement the proposals, and the Corporate Director, Resources and S151 Officer would be authorised to approve purchases by Stone Circle Housing Company outside of business plan parameters.

Stone Circle Review

A report on the review of Stone Circle was also scheduled for discussion. The minutes from the 20 January 2026 meeting noted that Councillor Adrian Foster had requested Stone Circle provide a separate budget for the proposal to purchase one and two-bedroom flats to allow for consideration of its viability.

Minutes of Previous Meeting

The group was scheduled to confirm the accuracy of the Part I minutes from the Cabinet Shareholder Group meeting held on 20 January 2026. Additionally, the Part II minutes from the same meeting were to be confirmed, with specific reference made to a point raised by Councillor Foster regarding the business plan proposals.
