...to recommend to Full Council the noting and consideration of the Mid-Year Review of the Treasury Management Strategy for the period of 31st March to 30th September 2025, including a reduction in total borrowing, an increase in investments, a reduction in net borrowing, and a temporary breach of one prudential indicator that has since been remedied.

...to approve the revised Housing Assistance Policy, including increased discretionary Disabled Facilities Grants, and to delegate authority for minor amendments and implementation procedures to the Director of Public Protection in consultation with the Portfolio Holder for Public Protection.

...that the Cabinet recommended to Full Council the adoption of the new constitution, authorised the Monitoring Officer to make final modifications, and noted the intention to bring the new constitution into effect from 5 January 2026.

...the Cabinet noted the progress and actions agreed with the Regulator of Social Housing to manage social housing compliance responsibilities, improve performance, and address safety and quality standards.

...the Procurement Strategy outlined in Appendix A was approved, along with delegating authority to the Director of Legal and Governance, in consultation with the Leader of the Council, to make minor changes as needed.
