Confirmation of Article 4 Direction – removal of permitted development rights to change of use from Class E (commercial class) to C3 (residential)

The report recommends that the Cabinet approves the confirmation of an Article 4 Direction to remove the permitted development rights to change use from Class E (commercial, business or service) to C3 (residential) on protected employment sites within the Borough following public consultation. The Council made a non-immediate Article 4 direction on 18th January 2024, as agreed by Cabinet on 13 December 2023 (Agenda item 12 Minute refers), that would remove certain permitted development rights that would result in new residential dwellings covering protected employment sites set out in BLP Policy ED2. Subject to the Council confirming the direction, and there being no intervention by the Secretary of State, it would come into force on 30 January 2025. This report recommends confirming the direction.

Rough Sleeper Support Services

This report will be to make a final decision on the contract award for Rough Sleeper Support Services. The core tasks of the Contractor shall be to deliver efficient tenancy, life skills and other appropriate support to enable former rough sleepers to maintain their accommodation and to develop their ability to live more independently in the private rented or social sectors. The funding for this contract is via the Rough Sleeper Initiative funding from the Ministry of Housing Communities and Local Government (previously the Department of Levelling Up Housing and Communities).
