The Licensing Sub-Committee was scheduled to consider an application to vary a premises licence for Frankie's Wine Bar in Hornchurch. The application sought to extend the hours for the supply of alcohol, recorded music, and late-night refreshment on Fridays and Saturdays. The committee was also scheduled to review the procedure for hearings under the Licensing Act 2003.

BLACK LOOM, Licensing Sub-Committee - Wednesday, 7th October, 2026 10.30 am

The Licensing Sub-Committee of Havering Council considered an application for a premises licence for Black Loom, a lounge-style bistro at 51 Butts Green Road, Hornchurch. Following a hearing where residents raised concerns about noise, public nuisance, and potential crime and disorder, and the applicant presented mitigating conditions and assurances, the sub-committee deliberated and decided to grant the application as applied for, subject to agreed conditions.
