The Definitive Map and Statement of Public Rights of Way Sub-Committee met to review and comment on a proposed revision to the Definitive Map Modification Order (DMMO) Prioritisation Policy. The aim of the revision is to create a clearer, more consistent, and objective process for handling the substantial backlog of applications to modify the definitive map[^1] by prioritising cases with the greatest potential public benefit and those that would reduce property blight. After discussion, the sub-committee resolved to note their comments on the proposed revisions, which will be taken forward to the Highways and Transport Scrutiny Committee and then to the Executive Councillor for a final decision.

Highways and Transport Scrutiny Committee - Monday, 20th October, 2025 10.00 am

The Highways and Transport Scrutiny Committee met to discuss a range of issues, including approving a new Rights of Way Improvement Plan, increasing fees for the Lincolnshire Permit Scheme, and reviewing the Highways Engagement and Liaison Strategy. Greater Lincolnshire Combined County Authority - Employment and Skills Board - Wednesday, 15th October, 2025 2.00 pm

The Greater Lincolnshire Combined County Authority (GLCCA) Employment and Skills Board met to discuss skills and employment initiatives in the region. The board unanimously approved recommendations regarding the Care Leaver Covenant, signalling support for the Care Leaver community, and endorsed recommendations related to the devolution of the Adult Skills Fund (ASF), including strategic priorities, a strategic skills plan, and commissioning plans. The board also reviewed and supported the Skills England and Local Skills Improvement Plan, and the Get Britain Working White Paper and a Get Lincolnshire Working Plan.

The Greater Lincolnshire Business and Infrastructure Board met to discuss several key initiatives, including the STEP fusion project, the establishment of an Enhanced Water Partnership, the adoption of an Innovation Strategy, preparations for a Spatial Development Strategy, and an emerging housing strategy. The board elected Councillor Stan Shreeve as Vice Chairman and approved the Business and Infrastructure Board Terms of Reference with amendments.
