The Cabinet decided to approve the Tenancy Strategy 2026-2031 and the Tenancy Policy 2026-2031 on 9 September 2026. The Tenancy Policy introduces 10-year fixed-term tenancies for residents allocated a three-bedroom home, with the Director for Council Homes (Residents) delegated authority to make exceptions for enduring family needs. Authority was also delegated to the Executive Director for Housing and Regeneration, in consultation with the Cabinet Member for Housing & Technology, for any changes to the policy during this period.

The Cabinet decided to approve the sale of part of agricultural land and the surrender of the remaining land back to the Council on 9 September 2026. This decision facilitates the Enfield Chase Landscape Recovery Scheme and generates a capital receipt. The decision maker delegated authority to the Executive Director of Housing and Regeneration to agree final terms and enter into necessary agreements.

The Leader of the Council approved the movement of £200,000 from the pipeline into the main capital tree removal and replacement programme for 2026/2027 on 11 September 2026. This funding will support the removal of deteriorating tree stock and replacement with young healthy trees on the borough's highways.

The Cabinet noted the borrowing and investments position and estimates as at 30th June 2026 and Quarter 1 estimates for financial year 2026/27, and approved the principle that any further capital financing underspends will be used to repay debt on 9 September 2026. This includes a reduction of the capital financing budget by £3m to be vired to Adult Social Care.

The Cabinet decided on 9 September 2026 to proceed with statutory consultation on proposed changes to on-street and off-street parking tariffs, including a 30-minute free parking session per vehicle per day. Authority was delegated to the Executive Director of Environment & Communities, in consultation with the Cabinet Member for Environment, to determine implementation following consultation responses and to make and publish necessary Traffic Orders if approved.

The Cabinet of Enfield Council decided to approve the sale of agricultural land south of The Ridgeway and north of Hadley Road. Authority was delegated to the Executive Director of Housing and Regeneration, in consultation with the Director of Finance and the Director of Law and Governance, to take all necessary steps to facilitate the sale. This includes agreeing final terms, negotiating overage payments, and applying for consent from the Secretary of State and the Duchy of Lancaster.
