The Enfield Council Annual General Meeting saw the election of Councillor Emma Supple as the new Mayor and Councillor Chris Joannides as Deputy Mayor. A significant shift in political leadership occurred with Councillor Alessandro Giorgio being elected as the new Leader of the Council, marking the first Conservative leader in 16 years, and the formation of a Conservative administration.
Election of Mayor and Deputy Mayor
Councillor Emma Supple was elected as the new Mayor of Enfield, succeeding Councillor Margaret Greer. Councillor Chris Joannides was elected as the Deputy Mayor. The Mayor announced her husband, Ian Bishop-Laggart, and eldest daughter, Lucy Bishop-Laggart, as her consorts for the year. The Deputy Mayor announced his wife, Catherine Joan Eades, as his consort. The Young Mayor and Young Deputy Mayor were also announced.
Leadership of the Council and Cabinet Appointments
In a significant political development, Councillor Alessandro Giorgio was elected Leader of the Council. This marked a change in administration, with the Conservative Party forming the new leadership. Councillor Giorgio announced his intention to withdraw Enfield from the Newtown process
and formally inform Tottenham Hotspur Football Club that they are no longer welcome to develop on Whitewebs Park, vowing to protect Cruise Hill Vicarage Farm and the Green Belt. He also stated that all political crony Associate Cabinet Member posts
would be deleted, saving £32,940 annually.
The new Cabinet members appointed by Councillor Giorgio are:
- Deputy Leader and Cabinet Member for Planning and Regeneration: Councillor Michael Rye OBE
- Cabinet Member for Children's Services: Councillor Chris Day
- Cabinet Member for Finance: Councillor James Hockney
- Cabinet Member for Council Assets and Culture: Councillor Edward Smith
- Cabinet Member for the Environment: Councillor Maria Alexandrou
- Cabinet Member for Adult Social Care: Councillor Andy Milne
- Cabinet Member for Housing and Technology: Councillor Lee Chamberlain
- Cabinet Member for Licensing: Councillor Alisa Moriali
- Cabinet Member for Communications and Customer Services: Councillor Andrew Thorpe
Review of Political Balance on Committees
The Council considered adjustments to the political balance on various committees to reflect the new composition of the Council. This involved a proposal to move one seat from the Labour Group to the Conservative Group on the Planning Committee, and one seat each from the Green Party to the Conservatives on the Thriving Children and Young People Scrutiny Panel and the Culture and Environment Scrutiny Panel. These changes were proposed to achieve political balance, which is a legal requirement.
Appointments to Council Bodies and Outside Organisations
The Council considered appointments to various council bodies and outside organisations for the 2026/27 municipal year. These appointments were to be made in consultation with all party groups and take into account the previously agreed political balance.
Members' Allowances Scheme
An amendment to the Members' Allowances Scheme for 2026/27 was considered. This included the introduction of a Special Responsibility Allowance (SRA) of £8,235 per annum for the Leader of the second largest Opposition Group, aligning with recommendations from the London Councils Independent Remuneration Panel.
Calendar of Meetings
The calendar of meetings for the 2026/27 municipal year was agreed, with the Director of Law and Governance authorised to make any necessary changes. The date for the next Council meeting was set for Wednesday, 1 July 2026.
