...the Council approved the recommendations of the Independent Remuneration Panel, including awarding Special Responsibility Allowances to the Chair and Vice Chair of the Cabinet Housing Committee, and noting the allowances for co-optees/independent persons.

The Council decided to approve the Terms of Reference for the Community Governance Review and commence the first stage of public consultation on 12/05/2025. This review will consider the establishment of new town or parish councils and potential boundary amendments for existing ones. The process includes two stages of public consultation, officer review, and final recommendations to be agreed by Full Council.

Cheltenham Borough Council's Cabinet noted the decisions of the Community Infrastructure Levy Joint Committee on 08/04/2025. The Cabinet resolved to note the decisions made by the Community Infrastructure Levy Joint Committee. The Community Infrastructure Levy Joint Committee agreed to ringfence 25% of the Infrastructure Fund for locally strategic projects and allocate 75% to specific projects including the M5 Junction 10 Scheme, M5 Junction 9 and A46 Transport Scheme, Mass Rapid Transport, and cycle path enhancements.

Cheltenham Borough Council's Cabinet approved the Interim Collections Development Policy 2025-2027 on 08 April 2025. The Cabinet also approved two supporting policy statements, endorsed a change to the archaeology policy, and agreed to deaccession Tram 21 subject to a viable plan. The approved policies include the Interim Collections Care and Conservation Policy and the Interim Collection Documentation Policy, and the decision to no longer accept archaeological depositions from outside Cheltenham borough boundaries.

Cheltenham Borough Council Cabinet decided to accept the £3.688 million grant offered by the Department for Energy Security and Net Zero under the Warm Homes: Social Housing Fund Wave 3 on 08 April 2025. The decision was made to fund decarbonisation works for council-owned housing stock. The grant will contribute to improving approximately 425 homes with measures including loft and wall insulation, and the installation of low carbon heating systems.
