The Liverpool City Region Combined Authority approved the Core and Commissioned model as the strategic framework for future business support. Delegated authority was granted to the Executive Director – Investment and Delivery, in consultation with the Cabinet Member for Economic Growth and Regeneration, to develop the detailed commissioning and implementation framework. This decision was made on 06/11/2026.

The Liverpool City Region Combined Authority decided to approve the development of rail station investment initiatives and new stations. They also approved capital funding of £144.3m for the Liverpool Baltic Rail Station Project and £15.7m for associated highways works, and authorised the use of reserve funding for land purchase. Delegated authority was granted to the Executive Director – Place for funding provision, contractual requirements, and land acquisition for the Liverpool Baltic Rail Station Project.

The Liverpool City Region Combined Authority approved the Accessible Bus Stop Design Guidance and the Accessible Routes to Bus Stop Design Guidance documents on 06 November 2026. The Authority also formally requested that all six Local Authorities in the Liverpool City Region adopt this guidance. This decision aims to ensure bus stops and the routes to them are accessible to all residents.

Liverpool City Region Combined Authority approved the acceptance of £5,763,110 in funding for the Mayoral Strategic Authority Apprenticeship Brokerage Pilot on 06/11/2026. The decision grants delegated authority to the Executive Director – Investment and Delivery, in consultation with the Executive Director – Resources and the Monitoring Officer, to enter into necessary agreements with constituent Local Authorities and other delivery partners. This funding will support the delivery of the pilot over the period to 31 March 2029.

The Liverpool City Region Combined Authority decided to approve changes to the Birkenhead Central Gateway (Argyle St) project, including a time extension. They also approved the transfer of £400,791 to the Greater Manchester Combined Authority for the Made Smarter programme and allocated £1,000,000 to the Housing Pre-Development Fund. Revisions to funding and project delivery for the Birkenhead Central Gateway (Hind Street) project were also approved.
