• Oversight of environmental services, public realm, and open spaces.
• To oversee the implementation of policies and strategies that protect and enhance the local environment, promote sustainability, and improve the quality of life for residents.
• Provide leadership for the Council’s Net Zero ambition and climate change action. Key Responsibilities
• Oversee waste management, refuse collection, recycling, and litter prevention as part of a holistic approach to sustainability.
• Oversee public realm and grounds maintenance.
• Oversee the management, prevention, and enforcement of flytipping in the Borough, including public education, reporting systems, targeted interventions, and robust investigation and prosecution of offences.
• Develop, implement, and monitor the Council’s Climate Change Strategy and Action Plan, ensuring progress towards achieving Net Zero carbon emissions for Council operations by 2030.
• Oversee delivery of energy efficiency and renewable energy projects across Council assets and services.
• Promote the development of sustainable procurement and resource use in Council activities, with appropriate references to the Finance & Resources Committee.
• Provide leadership and accountability for the Council’s commitment to achieving Net Zero carbon emissions from its own operations by 2030, monitoring progress and recommending further actions as necessary.
• Support community engagement and education initiatives on climate change, energy saving, waste reduction, and biodiversity.
• Champion biodiversity, nature recovery, and green infrastructure, including country parks, open spaces, woodlands, and allotments.
• Oversee delivery of sustainability programmes relating to transport, air quality, water conservation, and circular economy principles.
• Work collaboratively with partners, including Essex County Council, businesses, schools, and voluntary groups, to advance shared environmental goals.
• Oversee public conveniences, cemeteries, and closed churchyards.
• Oversee highways (where Borough Council is responsible) and drainage.
• Oversee environmental health, nuisance, and air pollution.
