The functions of the Council as a Licensing Authority, under the Licensing Act 2003, have been delegated to the Licensing Sub Committee.    The committee considers and determines new licensing applications, as well as reviewing existing applications.   Committee membership, of three councillors, is drawn from the 15 members of the full Licensing Committee and includes two councillors from the majority group and one from the opposition.
