The Waltham Forest Council, comprising all 60 elected members, is the ultimate policy-making body and sets the strategic direction and budget framework for the authority. It meets approximately six times a year to agree the Council Tax level, decide on major policies and strategic plans, and approve the Council's Constitution. The Council also appoints the Mayor, Leader, and committee chairs, confers civic honours, and debates motions. It serves as a forum for councillors to question the Cabinet and for the public to make statements and present petitions.
