The Standards Committee of Devon Council is scheduled to meet on Thursday, 19 March 2026. Ethical Governance Framework Monitoring
The committee is set to receive a report from the Director of Legal and Democratic Services regarding the monitoring of the Council's ethical governance framework. This report will summarise the observations and feedback from co-opted members who have attended various council meetings, including the Cabinet, Budget Children's Scrutiny, Health and Adult Care Scrutiny, Full Council, and Farms meetings. These observations cover aspects such as punctuality, appearance, clarity of speeches, use of language, members' conduct, effective chairing, and adherence to the agenda. The report indicates that while general observations were made, there were no specific actions or behaviours reported that would constitute a potential breach of the Code of Conduct.
Future Agenda Items
A report from the Director of Legal and Democratic Services will invite members of the Standards Committee to suggest topics for inclusion in a future standing agenda item. This new item is proposed to incorporate national updates, such as developments concerning the proposed Ethics and Integrity Commission, relevant national consultations, and initiatives from the Local Government Association (LGA) like 'Debate Not Hate'. It will also cover emerging issues such as Operation Ford guidance, notable cases, case law, ombudsman reports, peer reviews, and regulatory developments. The aim is to ensure the committee's work programme remains responsive to emerging issues and supports effective oversight of standards, conduct, and ethical governance.
Local Determination of Complaints
The committee will be provided with a report detailing complaints or allegations of breaches of the Council's Members' Code of Conduct received since November 2025. The report highlights a significant increase in complaints compared to the same period in the previous year, with 28 new complaints logged. It outlines the nature of these allegations, which include disclosing information about asylum seekers, misinformation to residents, inappropriate language, discriminatory remarks, and social media conduct. The report categorises complaints as either a breach or no breach, and details the action taken, such as local resolution or referral for formal investigation. Some complaints are still awaiting determination.
Standards Committee Annual Report 2025/26
The committee will consider the draft Annual Report for 2025/26 for endorsement. This report outlines the committee's activities and developments over the past year, aiming to promote and maintain high standards of conduct. It details the committee's membership, which includes both councillors and co-opted members, and its role as a champion and guardian of ethical standards. The report covers meetings held, ethical governance monitoring by co-opted members, and the work of the Governance Working Group. It also addresses member training and development, particularly following the May 2025 elections, with a focus on the Code of Conduct, ethical governance, and information security. The report notes that the Members' Code of Conduct has not undergone a formal review or replacement but its application has been reinforced through training. It also details the ongoing monitoring of complaints against councillors, highlighting an increase in complaints and common themes. The report also touches upon dispensations, customer complaints, and member safety and wellbeing, including the Council's support for Operation Ford. Looking ahead, the report indicates a continued focus on monitoring national developments and considering proposals for structuring future agenda items to prioritise strategic assurance and learning.
