The Planning Committee of Islington Council met on Monday 1 June 2026 to confirm the minutes of a previous meeting and to agree the political balance and membership of the Planning Sub-Committees. The committee agreed to the proposed allocations of seats on both Planning Sub-Committee A and Planning Sub-Committee B, with three members from the Labour Group and two from the Green Group on each. Councillor Kane Emerson was appointed Chair of Sub-Committee A, and Councillor Toby North was appointed Chair of Sub-Committee B.
Political Balance of Planning Sub-Committees Agreed
The committee confirmed the size of the Planning Sub-Committees at five councillors each and agreed to the allocation of seats to ensure political balance. Planning Sub-Committee A will comprise three Labour councillors (Councillor Kane Emerson, Councillor Martin Klute, and Councillor Maia Hamilton) and two Green councillors (Councillor Sheridan Kates and Councillor Jonathan Ward). Councillor Kane Emerson was appointed Chair of this sub-committee. Planning Sub-Committee B will also have three Labour councillors (Councillor Toby North, Councillor Clare Jeapes, and Councillor Joe Peck) and two Green councillors (Councillor Sheridan Kates and Councillor Giulio Ferrini). Councillor Toby North was appointed Chair of this sub-committee. It was also agreed that all members and substitute members of the main Planning Committee could act as substitute members for the sub-committees. The terms of reference for both the Planning Committee and the Sub-Committees, as extracted from the Council's Constitution, were also noted. These arrangements are in line with the Local Government and Housing Act 1989 and the Local Government (Committees and Political Groups) Regulations 1990, which mandate that committee compositions should reflect the overall political balance of the council. The council's overall membership consists of 32 Labour councillors (62.75%) and 19 Green councillors (37.25%). The Planning Committee itself has a composition of 7 Labour councillors and 3 Green councillors.
The meeting also confirmed the minutes of the previous Planning Committee meeting held on 21 April 2026.
