Chief Finance Officer Report - Capital Programme Approvals, Deletions and Transfers
A significant portion of the meeting's agenda is dedicated to the Chief Finance Officer's report concerning the Capital Programme for 2025/26 and 2026/27. This report is expected to provide a summary of the council's revenue and capital outturn for the financial year 2025/26, detailing underspends and the reasons behind them. Our Plan for Barnet - EOY 2025-2026 - Delivery and Outcomes Framework
The Cabinet will receive an End of Year (EOY) 2025-2026 report on the Delivery and Outcomes Framework for Our Plan for Barnet
. This report is intended to provide an overview of the key activities undertaken to deliver the outcomes outlined in the plan, along with performance indicators measuring progress. The report is expected to highlight key achievements and performance data for the year, with more detailed information available in appendices. Cabinet will be asked to note the contents of this report.
Draft Supplementary Planning Document - Sustainable Design and Development Guidance
A draft Supplementary Planning Document (SPD) on Sustainable Design and Development Guidance is scheduled for discussion. This document aims to provide detailed guidance to support the implementation of policies within Barnet's adopted Local Plan (2025), outlining the Council's expectations for development standards. It seeks to promote high-quality development that responds to the borough's character while addressing sustainability, health, and wellbeing. The SPD consolidates and updates guidance from previous documents, aligning it with current national and local planning policies. Cabinet will be asked to review representations received during the consultation period, endorse proposed responses and necessary amendments, adopt the SPD as a Local Development Document, and delegate authority for finalising and publishing the document.
Barnet Homes Delivery Plan 2026-2027
The Barnet Homes' Annual Delivery Plan for 2026-2027 is also on the agenda. Barnet Homes, as a key partner in delivering Barnet Council's Housing Strategy and Homelessness and Rough Sleeping Strategy, is required to produce an Annual Delivery Plan outlining its outcomes and targets for the service year. This report recommends that Cabinet approves the Barnet Homes 2026/2027 Annual Delivery Plan, which details achieved outcomes in 2025/2026 and sets out the outcomes, performance measures, and high-level risks for the upcoming year. Cabinet will also be asked to delegate authority to the Executive Director of Growth to approve change control notices, provided they are within budget, do not constitute a Key Decision, and align with the Delivery Plan's objectives.
