The Western Area Planning Committee of Wiltshire Council is scheduled to consider two planning applications at its meeting on Wednesday 17 June 2026. The committee will also receive updates on planning appeals.
Enfield Works, Upper Westwood
The committee is scheduled to consider a proposal for the demolition of an existing office building at Enfield Works, Upper Westwood, Wiltshire, BA15 2DH and its replacement with two new workshop units, along with an extension to an existing pottery workshop. Associated drainage and landscaping works are also part of the proposal. This application was previously deferred at the April meeting to allow for further statutory publicity requirements to be met. The report pack indicates that officers recommend approval subject to conditions.
The report highlights that the site is located within the Cotswolds National Landscape, a Special Landscape Area, and the West Wiltshire Green Belt. A key consideration will be the impact on the openness of the Green Belt and the character of the National Landscape, with officers noting the site is previously developed land and the proposals would not result in substantial harm to the Green Belt's openness. The report also addresses potential impacts on heritage assets, neighbouring residents, highway safety, and ecology, with conditions recommended to mitigate these. The application is subject to the 'seek to further' duty under the Countryside and Rights of Way Act 2000, requiring the council to conserve and enhance the natural beauty of the National Landscape.
243B Melksham Road, Holt
The committee is also scheduled to consider proposed roof alterations and extensions at 243B Melksham Road, Holt, Trowbridge, BA14 6QW. This is a householder application for a detached bungalow. The report pack indicates that officers recommend approval subject to conditions.
The report details that the proposal involves remodelling and extending the existing roof to create habitable space within the roof, alongside a wraparound single-storey extension. Concerns have been raised by a neighbour regarding the layout, privacy, loss of daylight, and the impact of construction access. The report addresses these points, noting that the proposed extensions would not project closer to the boundary than existing arrangements and that the design is considered acceptable. A Construction Management Plan has been submitted and revised to address concerns about traffic management and working hours. The proposal is assessed against Wiltshire Core Strategy Core Policy 57, the Holt Neighbourhood Plan, and the National Planning Policy Framework.
Planning Appeals and Updates
The committee is also scheduled to receive details of completed and pending planning appeals. The report pack includes information on appeals decided between 10 April 2025 and 5 June 2026, including an appeal decision regarding land south of Drynham Lane, Trowbridge, which was dismissed.
