The Mayoral Combined Authority Board of South Yorkshire Council is scheduled to convene on Tuesday, 16 June 2026. The meeting's agenda includes discussions on the Capital Investment Programme outturn for the 2025/26 financial year and the Programme Performance and Approvals Report, which will provide updates on various externally funded programmes. Additionally, the Board will consider updates on constitutional arrangements and the annual corporate governance.
Capital Investment Programme Outturn 2025/26 Report
The Board is set to receive an update on the Mayoral Combined Authority's capital investment programme as it stood at the end of the 2025/26 financial year. The report details the scale, status, and location of investments across the region, offering narrative information on individual schemes. All projects presented have either received prior Board approval or are currently in development and will be brought before the Board for future consideration. The report highlights that the MCA's capital expenditure in 2025/26 reached approximately £168 million, the highest figure to date, exceeding previous years' delivery values. This investment is intended to support the South Yorkshire Mayoral Combined Authority's mission to foster a wealthier, healthier, happier, and safer region, providing a platform for businesses and residents to thrive. The report also notes the upcoming transition to an Integrated Settlement with the government from April 2026, which aims to streamline funding and offer greater flexibility in delivering agreed outcomes.
Programme Performance and Approvals Report
This report provides a comprehensive overview of programme performance across the Mayoral Combined Authority's externally funded capital and revenue programmes up to the end of Quarter 4 of the 2025/26 financial year. The Board will be asked to consider the progression of seven investment schemes, including Nether Edge Wedge (Active Travel) Phase 1 - Charter Row,
SYMCA Bus Lane Review,
AT City Centre Connections – Castle Street,
and Doncaster 191.
Approval is also sought for the utilisation of unspent adult skills funding for the development and award of grants and contracts for the Construction Skills Package. Furthermore, the report seeks endorsement for the submission of expressions of interest and consortia bids for initiatives such as the Third National Forest Programme
and the What Works Centre for Local Employment Support,
alongside the acceptance of several grant awards. An update on the South Yorkshire Local Innovation Partnerships Fund
will also be noted.
Constitutional Arrangements
The Board will be asked to approve proposed changes to the Mayoral Combined Authority's Constitution, as recommended by the Monitoring Officer. These amendments are driven, in part, by the enactment of the English Devolution and Community Empowerment Act 2026. The report includes a summary of these changes and notes the implications for the MCA's powers and duties arising from this new legislation. The proposed amendments aim to update the Constitution to reflect best practices, benchmark against other Mayoral Combined Authorities, and incorporate the legislative changes, while also reorganising aspects for improved user-friendliness and accessibility.
Annual Corporate Governance Update
This report outlines the Mayoral Combined Authority's approach to maintaining strong corporate governance throughout 2025/26, ensuring compliance with statutory requirements and best practices. It consolidates key governance components, including the revised Code of Corporate Governance, the Annual Governance Statement, and the Governance Improvement Plan. Assurance reports from the Audit, Standards and Risk Committee, and the Overview and Scrutiny Committee will also be considered. The overall review concludes that SYMCA's governance arrangements remain robust and fit for purpose, with ongoing evolution to meet organisational growth and emerging challenges. The Board will be asked to approve the revised Code of Corporate Governance, the draft Annual Governance Statement and Governance Improvement Plan, and to note progress in risk management.
Nominations and Appointments to Committees 2026/27
The Board will consider nominations submitted by Constituent Councils for appointments to MCA Committees for the 2026/27 municipal year. This includes noting changes to the composition of the Mayoral Combined Authority Board, the appointment of a Deputy Mayor, and adjustments to the political balance of seats on the Audit Standards and Risk Committee and the Overview & Scrutiny Committee. Nominations requested by external bodies on which SYMCA is represented, such as Transport for the North and NHS South Yorkshire Integrated Care Partnership, will also be presented for approval. The schedule of Board and Committee meetings for 2026/27, which includes an increase in MCA Board meetings, will also be presented for approval.

This report provides an overview of decisions and delegations made since the last meeting, both by the MCA Board and under the Officer Scheme of Delegation. It serves to ensure transparency and democratic oversight of operational decision-making. The Board is asked to note these decisions and delegations.
