The Infrastructure Services Committee is scheduled to convene on Thursday, 18 June 2026, with a key focus on the Directorate's Strategic Plan for 2026-27 and the Roads and Infrastructure Capital Programmes of Work for the same year. The committee will also receive updates on speed management, fleet services, and transport transformation initiatives.
Environment and Infrastructure Services Directorate Strategic Plan 2026-27
The committee is set to consider and comment on the Environment and Infrastructure Services Directorate Strategic Plan for 2026-27. This plan outlines the directorate's vision, priorities, and performance measures, demonstrating its contribution to the Council Plan Priorities for 2024-2029. The strategic plan focuses on delivering efficient and sustainable services, investing in the workforce, infrastructure, and digital capability, fostering innovation and continuous improvement, maintaining strong governance and compliance, collaborating with partners and communities, and delivering long-term impact. The report highlights the challenging operating environment, including financial constraints, rising demand, and the need to adapt to climate change and Net Zero commitments. The directorate's work is aligned with the Council Plan priorities of a sustainable economy, connected communities, living well locally, climate change, and a place-based strategy.
Roads and Infrastructure Capital Programmes of Work 2026-27
A significant portion of the meeting is dedicated to the Roads and Infrastructure Capital Programmes of Work for 2026-27. The committee will consider comments made by Area Committees regarding capital priorities and the Service's responses to these comments. The report details the prioritised lists of capital works for the upcoming year, encompassing roads resurfacing and reconstruction, road drainage, street lighting, bridges and structures, harbours, coast protection, and flooding initiatives. The discussion will also touch upon the comparison of funding with the previous year, inflationary factors impacting costs, and the dynamic nature of the programme which must adapt to changing circumstances. An interactive map of the proposed road maintenance programme for 2026-27 is also available for review.
Speed Management Review Update
An update will be provided on the development of a revised Speed Management framework. This new approach is based on a Safe System
and place-based methodology, moving away from a predominantly rules-based model to one centred on risk assessment. The revised approach aims to explicitly consider the likelihood of driver error, the severity of consequences, and the interaction between vehicles and vulnerable road users. It also incorporates a place-based assessment that complements traditional engineering inputs by considering pedestrian activity, community severance, the amenity of the street environment, and perceptions of safety and comfort. This revised methodology aligns with the Scottish Government's Safe System approach to road safety and national best practice for assessing traffic impacts.
Fleet Services Strategic Plan 2020-2030 Update
The committee will receive an update on the progress of the Fleet Services Strategic Plan 2020-2030. The report highlights how the Service is responding to an internal audit recommendation regarding the risk assessment of electric and hydrogen vehicle availability and resilience, and the formalisation of a detailed schedule for proposed fleet replacement investment plans. The update will cover the strategic context for fleet decarbonisation, summarise the outcome of a refreshed risk assessment, and outline the need for a revised approach to fleet replacement and supporting infrastructure investment due to changes in legislation, vehicle technology, and costs. The report notes that while the transition to zero-emission vehicles faces constraints, a phased approach is required, prioritising investment where the greatest progress can be made without impacting operational resilience.
Transport Transformation: Transportation Member Officer Working Group - Terms of Reference
The committee is asked to approve the Terms of Reference for the newly established Transportation Member Officer Working Group (MOWG). This group consolidates existing transport-related Member Officer Working Groups to provide improved strategic oversight and alignment across transportation activity. The MOWG will operate as an advisory body, providing strategic guidance, scrutiny, and oversight of transportation services, strategies, and transformation activity, with no delegated decision-making powers. The proposed Terms of Reference outline the group's purpose, remit, membership, and governance arrangements, and the committee will be asked to agree the political representation, and confirm the appointment of the Chair and Vice Chair. The remit of the A947 Route Improvement Strategy MOWG will also be transferred to this new group for a period of 12 months.
The meeting will also address other items including the Environment and Infrastructure Services Directorate Strategic Plan 2026-27, Roads and Infrastructure Capital Programmes of Work 2026-27, and updates on various sub-committee minutes and reports.
