Review of the Constitution

The council formally agreed to updates to the departmental Registers of Authorities as part of a review of the council's constitution. This annual review ensures the constitution continues to facilitate timely, effective, transparent, and lawful decision-making. The updates primarily reflect changes in organisational structures and job titles within the People's Services Department and the Executive Director for Finance and Corporate Services.

Markets and Street Trading Licensing Policy

A new Markets and Street Trading Licensing Policy was adopted by the council, coming into effect on 1 August 2026. This policy aims to provide a clear, consistent, and transparent framework for regulating street trading and markets across the borough. It seeks to support local businesses, attract new traders, and ensure fair competition, while also addressing environmental concerns such as waste reduction and the promotion of low-carbon power supplies. The policy was developed following extensive consultation with residents, businesses, and traders, and includes provisions for enforcement, safeguarding, and a review process.

Special Motion: 10 Year Anniversary of EU Referendum

A special motion was passed by the council recognising the perceived damage caused by Brexit to the economy, businesses, and living standards in Hammersmith & Fulham and across the country. The motion also highlighted the negative impact on young people's prospects and the deep pain felt by EU citizens residing in the borough. The council deplored the actions of those in the Conservative Party and far right parties who advocated for a hard Brexit, and resolved to continue making the case for rejoining the European Union while ensuring the borough remains a welcoming place for European neighbours. Several councillors, including Councillor Bora Kwon and Councillor Natalie Lindsay, delivered maiden speeches during the debate.

Special Motion: Hammersmith Bridge

Following a debate and the passing of an amendment, the council passed a motion concerning Hammersmith Bridge. The amended motion detailed the history of the bridge's closure, the extensive decay discovered, the significant costs associated with its repair, and the council's efforts to secure funding from the government. It also criticised the Conservative Party's approach to the issue, accusing them of deliberately misleading political tomfoolery and seeking to sabotage government support. The amended motion noted the dire state of UK public finances and agreed that Transport for London (TfL) and councils south of the river should develop and fund transport solutions. It also acknowledged the success of Hammersmith Bridge's active travel usage. Councillor Jose Afonso, Leader of the Opposition, spoke in winding up the debate.

Public Question: Smoking and Air Pollution

During the public questions session, resident Brian Mooney asked about the council's stance on smoking as air pollution. Councillor Nicole Trehy, Cabinet Member for Climate Emergency and Travel, responded that while tobacco and cannabis smoke contain harmful pollutants, smoking falls under a different public health and regulatory framework. The council's Air Quality Action Plan focuses on ambient outdoor pollutants from sources like transport and construction. Councillor Trehy stated that the council continues to work with health partners to reduce smoking prevalence and improve public health outcomes. Mr. Mooney expressed his dissatisfaction with the response, citing personal experiences and the council's manifesto pledge to eradicate crime. Councillor Trehy invited Mr. Mooney to write to her with his follow-up question.

Mayor's Announcements

Mayor Councillor Sharon Holder announced her re-appointment of Nubian Life, Fulham Good Neighbours, and the Fulham Pearly Kings and Queens as nominated charities for the mayoral year. She also appointed the Urban Partnership Group as a fourth charity, which provides a range of community services. The Mayor also informed the council of the death of former Councillor and Leader of the Council, Anthony Robert Leonard Chapman, who served from 1966 to 1968. A minute of silence was observed in his memory, following a speech of remembrance by Councillor Nikos Souslous.
