The Overview & Scrutiny Committee met on Monday 4 March 2024 to receive updates on major works at Devon Mansions and the Canada Estate. The committee also reviewed the council's work programme.

Devon Mansions Major Works - Update

The committee received an update on the major works at Devon Mansions, following discussions at the previous meeting on 29 November 2023. A new Task and Finishing Team (TFT) has been approved and is being recruited to manage remediation and contractual engagements. An independent audit of the works and contract management is underway, with resident representatives involved in the procurement of the consultant. A second audit of the Major Works Team by internal and external auditors is also planned. The project plan outlines next steps, including further consultation with residents and the completion of audits, with overall programme recommendations expected between July and August 2024.

Canada Estate Quality Homes Improvement Programme (QHIP) - Update

An update was provided on the major works at the Canada Estate. Similar to Devon Mansions, a new Task and Finishing Team (TFT) has been approved and is being recruited. The committee heard about specific issues raised by residents, including concerns about balcony access due to new window designs, for which an options appraisal is being conducted by an independent consultant. A review of fire signage across the borough is also in progress. Intrusive surveys have confirmed the cavity wall insulation remains fit for purpose. The report detailed ongoing communication and consultation with the Canada Estate Tenants and Residents Association (TRA) and residents, with an independent audit of the QHIP works and contract management planned, expected to be completed by mid-June 2024. A second audit of the Major Works Team will also take place. The council is also adopting a more collaborative approach to estate-related repairs, such as damp and mould issues.

Work Programme

The committee noted the work programme for the municipal year 2023-24. This programme outlines the items that have been or are to be considered by the committee in line with its terms of reference. The work programme is a standing item, allowing the committee to plan and monitor future discussions.
