The Licensing Sub-Committee of Richmond upon Thames Council is scheduled to convene on Tuesday, 09 June 2026, to consider a range of licensing matters. The primary focus of the meeting will be an opposed application for a new premises licence for Jamaica Blue, located at 46-48 The Quadrant, Richmond. The committee is scheduled to hear and determine an opposed application for a new premises licence for Jamaica Blue, located at 46-48 The Quadrant, Richmond TW9 1DN. The application, submitted by Mital N Ltd, seeks permission to sell alcohol for consumption on the premises between 10:00 and 19:00, with the premises open to the public from 07:00 to 19:30.
The application has attracted objections from local residents and amenity groups, including the Friends of Richmond Green and The Richmond Society. These objections centre on concerns that the proposed licence would negatively impact the Richmond Town Centre Cumulative Impact Zone (CIZ) and undermine the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. Objectors argue that the applicant has not adequately demonstrated that the new licence would have no adverse effect on the CIZ, particularly given the concentration of licensed premises in the area and the potential for increased anti-social behaviour and crime.
The applicant, represented by RB Retail & Licensing Services Ltd, has proposed a comprehensive operating schedule with numerous conditions designed to promote the licensing objectives. These include the installation and maintenance of a CCTV system, robust right-to-work checks for all employees, an incident logbook, and the operation of a Challenge 25
policy for alcohol sales. The applicant also proposes that alcohol will only be served to seated customers with a substantial meal, and that all sales will be for consumption on the premises only. The Metropolitan Police have confirmed they do not object to the application, subject to the proposed conditions being implemented.
The committee will need to consider the applicant's operating schedule and proposed conditions, alongside the representations made by objectors and the council's Cumulative Impact Policy1.

The Cumulative Impact Policy (CIP) is a special policy adopted by the council that creates an evidential presumption that granting further licences in specific areas (Cumulative Impact Zones or CIZs) is likely to negatively impact the licensing objectives.
