The Planning Committee of Islington Council met on Thursday 10 September 2026 to discuss three planning applications. The committee granted planning permission for a two-storey roof extension to iQ Student Accommodation on Isledon Road, providing 92 additional student bed spaces, including 32 affordable units. Planning permission was also granted for a change of use at The Gilbert, 40 Finsbury Square, from office to a flexible use including indoor competitive socialising, with ancillary bar, restaurant, and retail facilities. The committee resolved that they would have refused planning permission for the proposed redevelopment of Edward Rudolph House, 69-85 Margery Street, had the application not been appealed to the Planning Inspectorate.

The committee discussed the proposed demolition of the existing building and the construction of a four-storey office building. This application was subject to an appeal for non-determination, which had been allowed by an inspector. The current proposal differed from the extant permission by omitting on-site affordable workspace due to viability concerns, supported by a financial viability assessment. While officers acknowledged the benefits of regenerating a brownfield site and providing employment floorspace, they recommended refusal due to significant concerns regarding design, impact on heritage assets, neighbouring amenity, the quality of the proposed affordable workspace, and sustainability measures. These concerns were detailed in Appendix 1 of the officer report, which outlined ten putative reasons for refusal. Despite the officer's recommendation for refusal, the committee resolved that they would have refused planning permission for this application.

The committee considered a change of use application for part of the lower ground floor from office to a flexible use, allowing for either office space or indoor competitive socialising, including ancillary bar, restaurant, and retail facilities. The proposal also included the introduction of ventilation extraction plant and equipment. Officers recommended approval, subject to conditions and a unilateral undertaking for financial contribution towards short-stay cycle parking. Key discussions revolved around the operational hours, potential noise impacts, and the provision of cycle parking. The committee ultimately voted unanimously to approve the application, subject to conditions and the unilateral undertaking for cycle parking provision.

The committee considered a proposal for a two-storey roof extension to the existing six-storey student accommodation block to provide an additional 92 student bed spaces in the form of studios. The proposal included associated refuse storage and cycle parking. Officers recommended approval, subject to conditions and a Section 106 legal agreement. Discussions focused on the provision of affordable student rooms, nomination agreements, the design of the extension, and sustainability measures. The committee approved the application, subject to amended conditions regarding tree planting and further greening opportunities, and the Section 106 agreement.
The meeting also included the approval of the minutes from the previous meeting held on 7 July 2026.
