The Buckinghamshire & Milton Keynes Fire Authority is scheduled to meet on Wednesday 16 September 2026. The meeting's agenda includes a review of the first quarter's performance, a significant redevelopment project for High Wycombe Fire Station, and the findings of a recent inspection by His Majesty's Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS). An update on the Armed Forces Covenant will also be presented.

Performance Management Q1

The Authority will receive a report on performance management for the first quarter of 2026/27, as recommended by the Executive Committee. This report details the service's performance against 56 specific measures, categorised under the six objectives of the 2025-2030 Community Risk Management Plan (CRMP). These objectives cover reducing risk and keeping the community safe, protecting people from risk in the built environment, responding quickly and effectively to emergencies, fostering an inclusive, healthy, and engaged workforce, making the most of finances and assets, and optimising technology and data. The report includes a BRAG status (Blue, Green, Amber, Red) for each measure, indicating performance against targets. Notably, the report highlights an increase in deliberate primary fires compared to the previous five-year average and higher than expected accidental non-domestic property fires.

High Wycombe Fire Station Redevelopment - Business Case

A significant item on the agenda is the business case for the redevelopment of High Wycombe Fire Station. The report recommends the comprehensive refurbishment and reconfiguration of the existing station, which opened in 1966, as the preferred option. This approach is favoured over partial rebuilding, full demolition and rebuild, or developing a new station at an alternative site, due to its balance of operational outcomes, affordability, deliverability, whole-life asset performance, and planning risk. The proposed refurbishment aims to address significant condition, suitability, and infrastructure limitations of the current building, including structural deterioration, drainage issues, and the presence of asbestos-containing materials. The project is estimated to cost £8 million, to be funded from capital reserves. The plan includes structural repairs, renewal of building services, improved contaminant control, inclusive welfare facilities, and enhanced environmental performance. The project is subject to further design development, planning approvals, and decant arrangements, with occupation anticipated by October 2028.

His Majesty's Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) - Buckinghamshire Fire and Rescue Service (BFRS) Inspection Report 2025-27

The Authority will consider the latest inspection report from HMICFRS for Buckinghamshire Fire and Rescue Service (BFRS), published on 14 August 2026. The report assesses the service's effectiveness, efficiency, and how well it looks after its people. BFRS received a Good grading in six areas: Understanding fire and risk; Preventing fire and risk; Best use of resources and future affordability; Promoting values and culture; Right people, right skills; and Leading people effectively. It received an Adequate grading in four areas: Public safety through fire regulation; Responding to fires and emergencies; Responding to major incidents; and Ensuring fairness and diversity. The report notes there were no Causes of Concern and no formal action plan is required. However, BFRS has been identified with eight Areas for Improvement (AFIs), a reduction from previous inspections. The report highlights an innovative practice related to the introduction of a leadership and behaviour framework. The Authority will be kept informed of progress against these AFIs through regular reporting.

Armed Forces Covenant Update Presentation

A presentation will be given on the progress and ongoing commitment to the Armed Forces Covenant. Buckinghamshire Fire and Rescue Service holds a Gold Award under the Defence Employer Recognition Scheme, signifying its advocacy for the Armed Forces community, sustained support for reservists and veterans, and efforts to influence other employers. The update will cover national transition engagement, regional and local collaboration, the role of Armed Forces Champions, sector-wide network membership, and participation in remembrance events. It will also highlight internal commitment through staff engagement, training, and policies supporting reservists and veterans.

The meeting will also address standard procedural items such as apologies, minutes from the previous meeting, and matters arising. Members will have the opportunity to declare interests, and there will be a section for Chairman's announcements, petitions, and questions from members of the public and councillors. The Authority will also consider exempt minutes and the appointment of a Director of People. The date of the next meeting will be noted.
