The Cabinet of Oxfordshire County Council is scheduled to meet on Tuesday 15 September 2026 to discuss a range of important issues. Response to Motion on Motor Neurone Disease and Disabled Facilities Grants

The Cabinet is set to consider its response to a motion proposed by Councillor Lee Evans and approved by the Council on 30 June 2026, focusing on Disabled Facilities Grants (DFGs) for individuals with Motor Neurone Disease (MND) and other progressive, life-limiting, or terminal conditions. The report outlines the County Council's role in assessing needs and referring cases to District Councils, who are responsible for administering the grants and overseeing the completion of works. The discussion is expected to cover the timeliness of assessments and referrals, and potential improvements to the process, particularly concerning the target timeframes for people living with MND. The report highlights that while the County Council handles assessments, delays in the overall DFG pathway, including by District Councils, can lead to significant challenges and increased demand on social care services. The report will also note the County Council's role in passporting DFG funding through the Better Care Fund¹ to District Councils.

Local Transport Delivery Plan

A significant portion of the meeting will be dedicated to the Oxfordshire Local Transport Delivery Plan (LTDP) for 2026/27 to 2029/30. This plan details how the council intends to spend the £245.5 million allocated by the Department for Transport (DfT) through the Local Transport Consolidated Funding Settlement. The LTDP aims to align with the council's Local Transport and Connectivity Plan (LTCP)², focusing on themes such as environment, health, productivity, connectivity, and inclusivity. The plan includes proposals for revenue and capital allocations across various transport modes, with substantial funding earmarked for highways maintenance, active travel schemes, and bus services. A key element of the LTDP is the implementation plan for the DfT's Local Transport Quantifiable Carbon Guidance³, which requires the council to assess and report on the whole-life carbon emissions of transport interventions. The Cabinet is recommended to approve the LTDP for submission to the DfT and to delegate authority to the Director of Environment & Highways, in consultation with the Cabinet Member for Transport, to make amendments to the plan.

Treasury Management Quarter 1 Report 2026/27

The Cabinet will receive a report on the council's treasury management activities for the first quarter of the 2026/27 financial year. This report, in line with the CIPFA⁴ Code of Practice on Treasury Management, will review the council's borrowing, investments, and cash flows. As of 30 June 2026, the council's outstanding debt totalled £261 million, with an average interest rate paid on long-term debt of 4.42%. The report indicates that no external borrowing was raised during the quarter, while £4 million of maturing Public Works Loan Board⁵ debt was repaid. In terms of investments, the council achieved an average in-house return of 4.35% on its cash balances, exceeding the budgeted return and generating a net overachievement of £0.892 million in investment income for the quarter. The report also covers the council's adherence to Prudential Indicators⁶ for treasury management.

Reports from Scrutiny Committees

The Cabinet will also receive reports from two Overview and Scrutiny Committees. The Performance and Corporate Services Overview and Scrutiny Committee has provided a report on the Business Management and Monitoring Report, with a specific focus on the Fire and Rescue Service. Additionally, the Place Overview and Scrutiny Committee has submitted a report on OxBus 2040, which outlines a plan for bus services and an enhanced partnership plus.

Forward Plan and Future Business

The Cabinet will review its Forward Plan, which details items scheduled for discussion at forthcoming meetings.
