The Planning Sub-Committee (2) of Westminster Council met on Tuesday 29 September 2026 to consider three planning applications. The committee granted conditional permission for developments at 45-46 Adams Row and 9 Chester Mews, while a decision on the application at 25-30 North Row was made with a vote of 3 to 2 to grant permission.
25-30 North Row, London, W1K 6DJ
The committee considered an application for refurbishments to existing Class E floorspace, including refurbishments to the ground floor entrance, construction of two-storey rear and roof extensions, creation of external terrace space, and improvements to landscaping, cycle parking, and end-of-journey facilities. The application had been deferred from a previous meeting to allow more time for representations.
During the meeting, Nick Grant of Iceni Projects spoke in support of the application. Objectors included Jeffrey Krogh, Jonathan Aaron, Richard Cutt (representing the Residents' Society of Mayfair and St James's), and Councillor Elizabeth Amos (West End Ward Councillor).
The committee voted on the application, with Councillors Robert Rigby, Barbara Arzymanow, and Mark Tozer voting to grant permission, while Councillors Iman Less and Nafsika Butler-Thalassis voted to refuse. The casting vote of the Chair, Councillor Rigby, meant that conditional permission was granted, subject to the completion of a Section 106 legal agreement to secure highway works.
45-46 Adams Row, London, W1K 2LB
This application sought permission for the construction of new second and third-floor mansard extensions to create two new residential units, along with the installation of plant equipment at ground level and associated external alterations. This revised scheme aimed to address concerns raised in a previous refusal and appeal dismissal regarding the impact on outlook and sense of enclosure at 48 Adams Row.
Nick Smith of Urban Infill Ltd and James Doherty of Boyer (Agent) spoke in support of the application. Objections were raised by Belinda Harley and Professor Tahoun Cicurel-Ahmed. Councillor Paul Fisher, the West End Ward Councillor, had submitted an objection which was read to the committee.
The committee unanimously resolved to grant conditional permission, subject to a Section 106 legal agreement. This agreement will secure a payment in lieu of affordable housing (£386,820), ensure the two new residential units are car-parking-permit free for their lifetime, and cover the costs of monitoring the agreement.
9 Chester Mews, London, SW1X 7AH
The committee considered an application for the excavation of a basement in connection with the upgrade and enlargement of commercial space (Use Class E). The proposal involved extending the basement underneath 3-9 Chester Mews.
Alex Christou of 1.61 London and Nick de Lotbiniere of Savills (Agent) spoke in support of the application. Objections were raised by Claire Eldridge and Jalal Naser.
The committee unanimously resolved to grant conditional permission. Additionally, two informatives were added: one requesting the applicant to provide a telephone number for local residents to contact with concerns during construction, and another encouraging the applicant to employ local residents for the project.
