Open Council Network is an independent organisation. We report on Greenwich and are not the council. About us
The Local Planning Committee of Greenwich Council is scheduled to convene on Tuesday, 27 October 2026, to consider a range of planning applications. The meeting's agenda includes proposals for a new nursery, alterations to existing hotels and social clubs, and several applications concerning the change of use of residential properties to Houses in Multiple Occupation (HMOs).
New Nursery Proposed for 409 Green Lane
A significant item on the agenda is the proposed change of use for the ground floor of a property at 409 Green Lane, Eltham, London, SE9 3TE from a residential dwelling (Use Class C3) to a nursery (Use Class E(f)). The plans outline the reconfiguration of the front driveway, the provision of ancillary structures, alterations to the front entrance, and the subdivision of the rear garden. The first floor of the property would remain in residential use. This application has generated considerable local interest, with 64 objections received from residents, alongside three letters of support. The report pack indicates that the proposal is recommended for GRANT of Full Planning Permission, subject to conditions.
Multiple HMO Applications to be Considered
Several applications concerning the change of use of existing dwellings to Houses in Multiple Occupation (HMOs) are scheduled for discussion. These include proposals at:
- 82 Bramblebury Road, Plumstead, London, SE18 7TG (Ref: 25/3700/F): The report pack indicates this application is recommended for REFUSAL. This recommendation has been influenced by the emerging Policy H6 of the Royal Borough of Greenwich Regulation 19 Publication Draft Local Plan, which sets a minimum gross internal area requirement for original properties converted to HMOs. The property at 82 Bramblebury Road has a gross internal area of 92.76m², falling significantly below the 130m² threshold outlined in the policy.
- 12 Halons Road, Eltham, London, SE9 5BS (Ref: 25/4154/F): Similar to the Bramblebury Road application, this proposal is also recommended for REFUSAL. The property's gross internal area of 124.56m² is below the 130m² minimum requirement stipulated by the emerging Policy H6.
- 70 St Margarets Terrace, Plumstead, London, SE18 7RN (Ref: 26/0626/F): This application is also recommended for REFUSAL. The property's gross internal area of 86.25m² is substantially less than the 130m² minimum requirement under the emerging Policy H6.
The weight given to the emerging Policy H6, as clarified in the Council's Planning Policy Guidance Note: Houses in Multiple Occupation (HMOs), has significantly influenced these recommendations, leading to refusals based on the failure to protect family dwellings.
Hotel Extension Proposed for King William Hotel
The committee will consider a proposal for the GRANT of Full Planning Permission for the construction of a mansard roof extension to the existing King William Hotel, 155-159 Trafalgar Road, Greenwich, London, SE10 9TX. The extension aims to accommodate additional hotel rooms and includes other associated alterations. The site is a locally listed building within the East Greenwich Conservation Area. Despite receiving 12 objections, the report pack indicates the proposal is recommended for GRANT.
New Eltham Social Club Extension
A proposal for the GRANT of Full Planning Permission for the construction of a part single/part first-floor side extension to the New Eltham Social Club, 32 Avery Hill Road, London, SE9 2BD is also on the agenda. The extension includes associated landscaping and the removal and replacement of a tree. This application has garnered significant local interest, with 19 objections and 19 letters of support. The proposal is recommended for GRANT.
The meeting will also address apologies for absence, any urgent business, and declarations of interest, followed by the confirmation of minutes from previous meetings.
