Open Council Network is an independent organisation. We report on Aberdeenshire and are not the council. About us
The Garioch Area Committee is scheduled to discuss a range of important local issues, including a significant planning application for affordable housing in Port Elphinstone, an update on the performance of Environment and Infrastructure Services, and a proposed new policy on school capacity. The committee will also review the minutes of its previous meeting and consider a statement of outstanding business.
School Capacity, Reserved Places and Admission Limit Policy
A key item on the agenda is the proposed School Capacity, Reserved Places and Admission Limit Policy. This policy aims to establish a consistent, transparent, and evidence-based approach to managing school capacities, reserved places, and admission limits across Aberdeenshire's primary and secondary schools. The report outlines how the policy will support effective planning and management of the learning estate by clarifying how capacity is calculated, how places are reserved for in-zone pupils, and how admission limits are set. The committee is being asked to consider and comment on this draft policy before it goes to the Education & Children's Services Committee for approval. The policy is intended to replace previous arrangements and will be implemented with immediate effect upon approval, with a review scheduled for December 2031.
Full Planning Permission for Affordable Housing in Port Elphinstone
The committee is set to consider a significant planning application for the erection of 23 affordable dwellinghouses and 26 affordable flats, along with associated infrastructure, at the former Blythewood House site in Port Elphinstone, Inverurie. The application, reference APP/2025/1971, seeks full planning permission for the development by Places for People Developments Ltd. The site is partly designated as P10 Protected Land in the Aberdeenshire Local Development Plan 2023, intended to protect playing fields and the green-blue network. The proposal involves the redevelopment of the brownfield site of the former Blythewood House, but also extends into the protected land, leading to a departure from the Development Plan.
The report details extensive consultation responses, including objections from local residents, Inverurie Community Council, and the Port Elphinstone Primary School Parent Council. Key concerns raised include the loss of mature trees and protected land, the impact on biodiversity, inadequate infrastructure to support the new housing (particularly healthcare services and school capacity), traffic and access issues, and the visual impact of the proposed buildings. The applicant has submitted a range of supporting documents, including biodiversity action plans, drainage impact assessments, and engineering statements. The Planning Service's report notes that while the development offers public benefits, including the delivery of 100% affordable housing in an area of need, it also results in significant tree loss and the loss of protected land. The report recommends granting permission subject to a legal agreement and a series of conditions.
Environment and Infrastructure Services Area Performance Update
An update on the performance of Environment and Infrastructure Services (EIS) for Quarters 1 and 2 of 2026-27 within the Garioch Area will be presented. The report, detailed in Appendix 1, covers 11 performance indicators, with eight showing positive progress. However, three indicators are flagged as alerts: the average weeks taken to determine householder (local) developments, the average time to resolve homeless cases, and the percentage of street lighting faults completed within seven days. The update will provide a narrative on progress and highlight key successes and areas requiring attention.
Statement of Outstanding Business
The committee will review the Statement of Outstanding Business, which details items that remain from previous meetings. This includes requests for clarification on traffic improvements related to development at Thainstone, and ongoing discussions regarding battery storage sites and their impact on fire, health, and safety. The statement also notes a request for information on the average cost for different types of adaptations in relation to the Strategic Housing Investment Plan 2027-2032.
Minute of Meeting of 22 September 2026
The committee will consider the minute of its previous meeting held on 22 September 2026, to confirm it is a correct record of proceedings.
Public Sector Equality Duty
As is standard practice, the committee will consider its Public Sector Equality Duty under section 149 of the Equality Act 2010. Members will be reminded of their legal duty to have due regard to the need to eliminate discrimination, advance equality of opportunity, and foster good relations between those who share protected characteristics and those who do not. They will also consider the contents of any Integrated Impact Assessment provided.
