The Cabinet Member Signing meeting is scheduled to discuss arrangements for a job-share Cabinet Member portfolio role for Health and Social Care, and the appointment of members to the Corporate Parenting Committee and Community Safety Partnership for the upcoming year.
Job Share for Health and Social Care Cabinet Member Role
The meeting is scheduled to consider the practical arrangements for a job-share arrangement for the Cabinet Member portfolio role for Health and Social Care. This arrangement involves Councillors Tehseen Khan and Hannah Ward sharing the responsibilities, with one councillor holding the executive decision-making functions for the first six months of the municipal year and the other for the remaining six months. The report outlines how both councillors will be supported to lead their roles effectively, ensuring they have equal oversight and are kept informed of key issues. It also addresses the governance requirements, including adherence to section 9C(5) of the Local Government Act 2000, which limits the number of members in a local authority executive. The report proposes that while one councillor acts as the decision-making Cabinet Member, the other will participate informally in an advisory capacity. This distinction is intended to clarify roles for officers, residents, and partners, particularly when both councillors may attend meetings or represent the council. The report also details the specific responsibilities of the decision-making role, which include taking executive decisions, exercising delegated powers, and budget accountability, while the non-decision-making role will focus on stakeholder engagement, policy development, and providing advice. The voluntary agreement of Councillors Khan and Ward to split the Special Responsibility Allowance (SRA) for the Cabinet Member role is also noted.
Appointment of Membership for Corporate Parenting Committee and Community Safety Partnership
The meeting is scheduled to confirm the membership for the Corporate Parenting Advisory Committee and the Community Safety Partnership for the 2026/27 period. The establishment of the Corporate Parenting Advisory Committee was agreed by Cabinet on 30 June 2026, and its purpose is to oversee the council's statutory role as a corporate parent, ensuring the well-being and development of children in care and young people leaving care. The Community Safety Partnership is a statutory body established under sections 5-7 of the Crime and Disorder Act 1998, which mandates local authorities to address community safety in collaboration with the Police and other partners. The report seeks agreement for the appointment of members to these bodies as set out in Appendix A of the report pack. The Corporate Parenting Advisory Committee is scheduled to include Councillor Mark Blake as Chair, alongside Councillors Nelly Tackie, Georgia Twigg, Seema Chandwani, Mark Grosskopf, Sarah Williams, and Imad Ahmed. The Community Safety Partnership is scheduled to include Councillor Ata Berk-Aksit as Chair, alongside Councillors Dixie-Ann Joseph and Andrew Reid. The report also lists statutory partners and advisors for the Community Safety Partnership, including representatives from the Metropolitan Police, Haringey Fire Service, and various council departments.
