Open Council Network is an independent organisation. We report on Cornwall and are not the council. About us
The Standards Committee was scheduled to consider reports on organisational and ethical standards complaints, alongside a review of the council's Code of Conduct and assessment procedures. The committee was also scheduled to review the annual letter from the Local Government and Social Care Ombudsman.
Organisational Complaints Report Quarter 1 - 2026/2027
The committee was scheduled to review the Organisational Complaints Report for the first quarter of 2026/2027. This report details trends in complaints made to the council and those considered by the Local Government and Social Care Ombudsman (LGSCO) during this period. The report was scheduled to provide an overview of performance against satisfaction measures and specific details on LGSCO complaints, including narratives and decisions made at Step 1 and Step 2 of the council's internal complaints process. The recommendation was that the report be noted, and the committee identify if any further actions were required.
Ethical Standards Complaints Report Quarter 2 - 2026/2027
The committee was scheduled to consider the Ethical Standards Complaints Report for the second quarter of 2026/2027. This report details the number of ethical standards complaints received, distinguishing between those relating to Cornwall Councillors and Town and Parish Councillors. It was scheduled to outline the paragraphs of the Code of Conduct that were most frequently cited in complaints and the outcomes of the assessment process, including the number of complaints processed, rejected, or withdrawn. The report was also scheduled to highlight the sources of complaints, such as social media, and the types of conduct alleged. The recommendation was that the report be noted, and the committee identify if any further actions or analysis were required.
Review of the Code of Conduct and Assessment Procedures
The committee was scheduled to consider a review of the council's Code of Conduct and assessment procedures. Amendments to the Code of Conduct were proposed due to changes in mandatory online training requirements. The report was scheduled to recommend the adoption of the amended Code of Conduct to the full Council. Additionally, the committee was scheduled to approve revised Ethical Standards Complaints Procedures and a new Complaints Form, following a review by a dedicated Working Group. This review was also scheduled to consider the implications of Article 10 of the European Convention on Human Rights (freedom of expression) and potential changes to managing multiple complaints against a single member.
Local Government and Social Care Ombudsman - Annual Review Letter 2025/2026
The committee was scheduled to review the Annual Review Letter from the Local Government and Social Care Ombudsman (LGSCO) for 2025/2026. The report was scheduled to present key statistics from the letter, including the number of complaints received, the proportion not ready for investigation, and those closed at the first filter stage. It was also scheduled to detail the number of complaints investigated and upheld, comparing the council's performance to national averages. The report was scheduled to highlight the council's performance in providing satisfactory remedies and compliance with Ombudsman recommendations, as well as service improvements agreed upon, particularly relating to SEND and related matters. The recommendation was that the committee note the letter and statistics and consider if any further actions were required.
