The Planning Committee of Harrow Council met on Wednesday 25 September 2024 to discuss several planning applications and appeals. The committee granted permission for developments at 7 Parr Road and Kap House, while objecting to a major redevelopment proposal at Broadwalk Shopping Centre in Edgware.
Planning Applications Discussed
The committee considered a number of planning applications, making decisions on their future.
7 Parr Road, Stanmore, HA7 1LE - PL/1054/24
The committee granted planning permission for a change of use from Plant/Van hire (Sui-Generis) to a Warehouse Building (Class B8), with external alterations. This decision was unanimous and subject to conditions outlined in Appendix 1 of the report and the addendum.
Kap House, 31 Elmgrove Road, Harrow - PL/0665/23
Permission was granted for the creation of a fourth floor comprising five flats (four studios and one three-bedroom flat), along with bin and cycle stores. This decision was unanimous and subject to the completion of a legal agreement. The agreement will include provisions for parking permit restrictions, payment of Harrow Council's legal fees for the agreement's preparation, and a monitoring fee of £500. If the legal agreement is not completed by 13th December 2024, the Chief Planning Officer has been delegated the authority to refuse planning permission on the grounds that the development would fail to comply with relevant policies regarding resident parking permits.
Broadwalk Shopping Centre And Associated Surface Level Car Park, Edgware Bus Station, Edgware Bus Garage And Redhill Medical Centre And Deans Brook Nature Reserve, Edgware, HA8 - PL/2127/24
The committee unanimously resolved to object to this outline planning application for a comprehensive, phased mixed-use redevelopment. The proposal includes residential units, town centre uses, a new transport interchange, basement bus depot, public realm, and parking. The London Borough of Harrow's objection is based on concerns about misplaced or overspill parking in Harrow, transportation impacts on Jubilee line stations, and additional pressure on Harrow's open space infrastructure. The committee also raised serious concerns about the lack of detail in the outline permission, the proposed height and density of the development, and its potential adverse impact on local infrastructure, heritage, and the suburban character of Harrow. Councillor Nitin Parekh declared a non-pecuniary interest due to his proximity to the area and his previous objections, and left the room during the discussion. Councillor Amir Moshenson, a non-member of the committee, was permitted to speak on this item.
Planning Appeals
The committee received a report on the latest planning appeals for Quarter One. The report noted that the implementation of new planning software has improved access to information and contributed to more consistent decision-making, with a reduction in the use of excessive or repetitive conditions. The committee noted this report.
The minutes of the previous meeting held on 4 September 2024 were also signed as a correct record, with a correction made to the percentage of appeals allowed, which should have read 25% instead of 45%.
