Growing Places Fund

The Cabinet agreed to allocate the £19.4 million Growing Places Fund to the Lancashire Combined County Authority (LCCA). The Growing Places Fund had previously been managed by the Lancashire Local Enterprise Partnership (LEP). When the LEP was wound up, Lancashire County Council became the custodian of the fund, as it was the accountable body for the LEP. The English Devolution White Paper set the expectation that all former functions of the LEP would be undertaken by the LCCA. The Growing Places Fund is the most significant financial asset to be transferred. The fund is deployed as a revolving loan fund to release commercial development projects in Lancashire.

County Councillor Brian Moore, Cabinet Member for Economic Development and Growth, said that the report was about making the transfer to the LCCA and making arrangements to delegate the transfer of staff, or the staffing arrangements, to maintain that fund as it's transferred to the Combined County Authority.

Office for Health Improvement and Disparities (OHID) Substance Use Additional Grants Programme

The Cabinet approved the allocation of the Drug and Alcohol Treatment and Recovery Improvement Grant received from the Office for Health Improvement and Disparities (OHID) in 2025/26. The grant is the fourth year of funding awarded to Lancashire County Council to deliver the government's 10-year Harm to Hope plan1. The grant ensures continuous improvement and development of Lancashire County Council's drug and alcohol treatment and recovery programme. The council was notified in April 2025 that it would receive a grant of £10.6 million for 2025/26.

County Councillor Daniel Matchett, Cabinet Member for Health and Wellbeing, told the cabinet that he had consulted with Dr Sackhey with regards to the allocations of monies from the Office of Health Improvement and Disparities. He said that a lot of the organisations that would receive funding, like Maundy Relief, Lancashire Women, and Red Rolls Lancashire, were already doing some really good work on the front line.

County Councillor Azar Ali said that Lancashire has probably had one of the best treatment services and public health teams in the country. He raised the issue of the ketamine crisis in places like Burnley, and asked if County Councillor Daniel Matchett would meet with himself and the councillors from Burnley to discuss how to bring people together to learn from experiences and do more prevention work. County Councillor Daniel Matchett agreed to this, saying that in his frontline work in A&E, he had seen a massive influx of ketamine users, and that it was prevalent in festivals and everyday life, with young people becoming dependent on ketamine.

Supplementary Procurement Report

The Cabinet approved the commencement of the following procurement exercises:

  • Chorley Botany Bay and Hartwood Roundabout
  • Street Lighting Maintenance Framework
  • Utilising the Kent County Council Framework for the short term provision of the statutory Community Equipment Service

County Councillor David Dwyer, Cabinet Member for Data, Technology, Customer and Efficiency, said that the cabinet was also asked to authorise the Executive Director of Adult Services, in consultation with the Cabinet Member for Adult Social Care and himself, to commence a further procurement exercise for the future provision of community equipment services.

Proposed Closure of the Sixth Form Provision at Moor Park High School

The Cabinet approved the proposal to discontinue the sixth form provision at Moor Park High School and Sixth Form, Preston by permanently lowering its age range from 11-18 years to 11-16 years, with effect from 31 August 2026.

County Councillor Matthew Salter, Cabinet Member for Education and Skills, said that the governing body of Moor Park High School and Sixth Form took the decision to undertake a statutory consultation process to discontinue their sixth form provision due to concerns about its financial and educational viability. He said that the sixth form at the school has very low student numbers and a comparatively narrow curriculum offer, both of which are impacting on the financial viability of the school. He added that the governing body has made considerable subsidies from the funding for 11 to 16 year old pupils to maintain the sixth form provision, amounting to around £177,000 in the 2024 to 2025 financial year alone.

County Councillor Azar Ali asked County Councillor Matthew Salter to confirm that the students in the second year at the sixth form would continue to complete their education next year. County Councillor Matthew Salter confirmed that that was the case, and added that all of the students who are currently there will be able to finish their education within the sixth form.

Appointments to Outside Bodies

The Cabinet approved the representation and appointments to serve on the outside bodies listed in Appendix A of the report in 2025/26, until the next Lancashire County Council elections in May 2029.

The following changes were proposed during the meeting:

  • County Councillor Brian Moore to be appointed to the Burnley Town Board
  • County Councillors Luke Parker, Maria Jones and Warren Goldsworthy to be appointed to the Central Lancashire Strategic Planning Joint Advisory Committee, with County Councillors Hannah Whalley, Ellie Close and Simon Gummer to be reserves
  • County Councillor Azar Ali to be appointed to the Nelson Town Board and the Nelson Town Deal

Approval of Cabinet Member Responsibilities

The Cabinet noted the appointments made by Councillor Stephen Atkinson, Leader of the County Council on 22 May 2025, and approved the Scheme of Delegation to Cabinet Members setting out the individual responsibilities within each portfolio as set out at Appendix 'A' of the report.
