The Environment, Economic Growth and Transport Scrutiny Committee of Lancashire Council approved recommendations on 17/09/2026. The committee noted and considered the outcome of the lane rental feasibility study and will formulate recommendations to the Cabinet Member for Highways and Transport on the implementation of a lane rental scheme.

The Environment, Economic Growth and Transport Scrutiny Committee of Lancashire Council on 23 April 2026 resolved to ask the Cabinet Member for Highways and Transport to consider implementing supplementary guidance for gully cleaning criteria, reviewing the Report It/Love Clean Streets App, increasing funding for drainage works, and urgently pursuing government funding for drainage on the M65 motorway. The committee also resolved to ask the Cabinet Member for Highways and Transport to consider increasing the budget allocation for streetlighting, introducing a notification process for removed streetlight columns, and including a third priority for replacement based on personal safety concerns. Finally, the committee noted the work programme for 2025/26 and formal written responses regarding Household Waste Recycling Centres and Get Lancashire Working.

The committee agreed to establish a task group to review highways maintenance and the right first-time approach. This task group will assess the delivery of right first-time repairs under a new managed service contract.

The committee agreed to introduce a notification process for removed streetlights, develop supplementary guidance for gully cleaning, and enhance the Report It/Love Clean Streets app.
