The Cornwall and Isles of Scilly Leadership Board met on 11 July 2025 to discuss strategic risks to the Cornwall Plan 2050, the Police and Crime Plan 2025-2029, and the Civic Universities Agreement Annual Report. The board was also scheduled to receive updates from the Cornwall and Isles of Scilly Executive Group.

Police and Crime Plan 2025-2029
Alison Hernandez, Police and Crime Commissioner for Devon, Cornwall and the Isles of Scilly, was scheduled to present the Police and Crime Plan 2025-2029 to the board. The plan reportedly sets out the commissioner's objectives and priorities for policing in the region, and how the Chief Constable will be held accountable.
The draft plan reportedly has two overarching themes:
- Improving policing and crime services
- Working together to reduce crime and antisocial behaviour
These themes are supported by four priorities:
- Antisocial behaviour
- Drugs and alcohol
- Serious violence
- Theft
These priorities are further broken down into four areas:
- Town and city centres
- Countryside and coastal areas
- Roads
- Homes and neighbourhoods
The board was to be asked to endorse the plan and identify ways to link its priorities with their own strategic objectives.
The Police and Crime Plan 2025-2029 - Report outlined that the four priorities were identified through an evidence-based approach which included:
Devon and Cornwall Police's crime data; The force's wider performance data and information, to include risk assessments, key partnership documentation and force control strategy; victim referrals, to best understand the services required by victims of crime; an analysis of data and information secured and held by the Commissioner, to include direct correspondence, public surveys and the Office of the PCC's analysis of force performance; information from stakeholders and partners, including the Strategic Peninsula Assessment (PSA) and feedback and information from external audits of the force's performance, to include HMICFRS inspection data (such as the police efficiency, effectiveness and legitimacy (PEEL) publications), and reports from the Independent Office of Police Conduct (IoPC)
Strategic Risks to the Delivery of Aims in the Cornwall Plan 2050
The board was scheduled to discuss strategic risks that could impact the delivery of the Cornwall Plan 2050. The Strategic Risks to the Delivery of Aims in the Cornwall Plan 2050 report identified several risk themes:
- Resources and Financial Uncertainty
- Demographics and Workforce
- Health
- Housing
- Investment
- Climate Change and the Environment
- Societal Needs, Resilience and Safety
The report includes descriptions of these risks and how they relate to the aims of the Cornwall Plan. The board was to be asked to endorse the identified strategic risks and agree to further work to assign leads to each risk, assess their impact and likelihood, and develop mitigating actions.
Strategic Update from the Cornwall and Isles of Scilly Executive Group
Kate Kennally, Cornwall Council's Chief Executive, was scheduled to provide a strategic update from the Cornwall and Isles of Scilly Executive Group meetings held on 2 April and 17 June 2025. The Strategic Update from the Cornwall and Isles of Scilly Executive Group included updates on:
- Actions arising from the Leadership Board meeting on 14 March 2025
- The Director of Public Health annual report
- The HR Community of Practice
- The Police and Crime Plan
- A Procurement Review
- The Cornwall and Isles of Scilly Strategic Risk register
- The Cornwall and Isles of Scilly Insights Dashboard
The Insights Dashboard reportedly contained headlines from the latest data on the economy, cost of living, employment, housing, crime and community safety.
CIOS Civic Universities Agreement Annual Report
Emma Hunt was scheduled to present the CIOS (Cornwall and Isles of Scilly) Civic Universities Agreement Annual Report. No further details were available in the agenda.
