The Warwickshire Council Regulatory Committee met on 2 September 2025 to discuss appointments to external bodies. The committee approved the nomination of Councillor Dale Keeling to the West Midlands Combined Authority Audit Risk and Assurance Committee. An amendment to instead vote on the nomination of Councillor Michael Bannister to the Nuneaton BID¹ was not approved, meaning that Councillor Keith Kondakor remains the appointment to the Nuneaton BID.

Appointments to External Bodies

The committee considered a report regarding appointments to external bodies. Deborah Moseley, Democratic Services Team Manager, reminded members that the majority of appointments to external organisations had been agreed at the previous meeting on 5 August 2025, but there were some outstanding.

The committee were asked to approve the nomination of Councillor Dale Keeling to the West Midlands Combined Authority (WMCA) Audit Risk and Assurance Committee, as well as the nomination of Councillor Michael Bannister, Portfolio Holder for Customer and Localities, to the Nuneaton BID.

Councillor Keith Kondakor asked if members were able to attend meetings of external bodies they had not been appointed to, or receive copies of minutes. Caroline Gutteridge, Legal Manager Commercial & Regulatory, said she was not aware of the terms of reference for outside bodies, but saw no reason why they could not attend.

Councillor Keith Kondakor proposed an amendment to only accept the first nomination, relating to Councillor Dale Keeling, and delete the second nomination, relating to Councillor Michael Bannister. Councillor Will Roberts, Deputy Leader of the Green Group, seconded the amendment.

Councillor Adrian Warwick, Leader of the Conservative Group, sought clarification, stating that he believed Councillor Keith Kondakor had been appointed to the Nuneaton BID at the last meeting. He asked whether deleting item two would mean that Councillor Dale Keeling would be the new appointment to the West Midlands Audit Committee, and Councillor Keith Kondakor would remain as the representative of the council on the Nuneaton BID. Caroline Gutteridge confirmed that this was correct.

Councillor Edward Harris suggested that the committee vote on the amendment, and then vote on the appointment of Councillor Michael Bannister.

The committee voted on the amendment to delete recommendation two and retain recommendation one. The amendment was not approved. As a result, Councillor Keith Kondakor remains the appointment of the committee to the Nuneaton BID.
