The Ceremonial Council of Barking and Dagenham Council met on Wednesday 24 September 2025 to confer honorary titles. The council agreed to award the Honorary Freedom of the Borough to the Dagenham Girl Pipers and to bestow the title of Honorary Alderwoman upon Jean Alexander.

Honorary Freedom of the Borough for the Dagenham Girl Pipers

The council voted to award the Honorary Freedom of the Borough to the Dagenham Girl Pipers, an iconic all-women pipe band that was active for nearly 95 years. The nomination, proposed by Councillor Saima Ashraf and seconded by Councillor Cameron Geddes, highlighted the band's significant contributions to the borough's reputation and community spirit.

Councillors spoke in strong support of the nomination, emphasising the Dagenham Girl Pipers' global reach and their role in putting Dagenham on the map. Councillor Ashraf noted their involvement in civic occasions and remembrance services, stating, The Dagenham girl pipers certainly tick that box and more. Councillor Cameron Geddes recalled their international tours, including a notable trip to Germany in 1939, and their continued popularity, particularly with the twin town of Witten. Councillor Phil Waker expressed how much the band would be missed, especially at remembrance services in Village Ward, and hoped for their potential reformation. Councillor Elizabeth Kangethe shared her personal positive interactions with the band during her mayoral year and her travels with the Witten team, underscoring their value. Councillor Andy Achilleos described the Dagenham Girl Pipers as part of the fabric of Dagenham and part of our identity, recalling finding their global tour album and playing it to his daughter. The nomination was agreed by all members present.

Honorary Alderwoman for Jean Alexander

The council also agreed to award the title of Honorary Alderwoman to Jean Alexander. This honour recognises her extensive service to the council and the community. The nomination was proposed by Councillor Cameron Geddes and seconded by Councillor Muhammad Saleem.

Councillor Geddes detailed Jean Alexander's long and dedicated service, spanning from 1990 to 2018, representing Gascoigne, Abbey, and Eastbury wards. He highlighted her roles as Cabinet Member for Children's and Enforcement portfolios between 2000 and 2014, her chairmanship of other committees, and her involvement with governing bodies for five educational establishments. He also credited her with inaugurating the Classical Concert in the Abbey Ruins and serving on the Board of the London Youth Games. Councillor Geddes also spoke of her deep commitment to the Labour Party since 1978, her work as an agent for Members of Parliament, and her family's long-standing connection to Barking Town Centre. He recounted personal anecdotes illustrating her character and dedication, including her early experiences as a councillor and her work in education and enforcement. The nomination was agreed by all members present.
