The Greater Lincolnshire Combined County Authority met on Wednesday, 12 November 2025, to establish an Appointments Panel for the recruitment of Chief Officers. The Authority approved the recommendations to establish this panel, agree its Terms of Reference for inclusion in the Constitution, and make the necessary appointments to the panel.

Appointments Panel for Chief Officer Recruitment

The Greater Lincolnshire Combined County Authority (GLCCA) has established an Appointments Panel to oversee the recruitment of its permanent Chief Officers. This decision was made during an extraordinary meeting held on Wednesday, 12 November 2025. The Authority approved the establishment of the panel, agreed to its Terms of Reference for inclusion in the GLCCA's Constitution, and authorised the appointment of members to the panel.

The purpose of the Appointments Panel is to manage the recruitment process for key senior roles within the Authority, including the Chief Operating Officer (Head of Paid Service), Deputy Director, Strategic Finance and Investment Officer (s.73 Chief Finance Officer), and Monitoring Officer. The panel will be responsible for recommending appointments to the Authority, as well as handling disciplinary actions and dismissals of Chief Officers.

The establishment of this panel is in line with the Authority's Constitution, which mandates such a body for Chief Officer appointments. The proposed Terms of Reference, detailed in Appendix A of the report¹, outline the panel's functions, membership, and operational procedures. The panel will consist of four elected members: the Mayor, Dame Andrea Jenkyns DBE, who will chair the panel, and the Lead Constituent Council representative from each of the three constituent councils. Substitutions are permitted under specific conditions.

The report presented to the Authority noted that no equalities impacts have been identified from these proposals. Legally, the establishment of the panel is compliant with the Localism Act 2011² and reflects best practice. There are no direct financial implications arising from the establishment of the panel. The Authority retains decision-making powers on the appointment of Chief Officers, acting on the recommendations of the panel.
