The Planning Committee of Croydon Council met on Thursday 05 February 2026 to discuss several planning applications. The committee resolved to grant planning permission for developments at 275 Addiscombe Road, Croydon, and The Chapel, 29 Chaucer Gardens, Coulsdon. Permission was also granted for a development at 60 And Land R/O 62 And 62A Beulah Hill, Upper Norwood, London SE19 3EW.
275 Addiscombe Road, Croydon, CR0 7HY
Two outline planning applications were considered for 275 Addiscombe Road, Croydon, CR0 7HY. The first application (25/02714/OUT) sought permission for the demolition of the existing house and the erection of a new four-storey building to contain nine flats, with all matters reserved apart from appearance and scale. The second application (25/02715/OUT) also sought outline permission for the demolition of the existing house and the erection of a new four-storey building to contain nine flats, but with access and landscaping as the reserved matters.
Both applications were presented by George Clarke, Senior Planning Officer. Erin Walker, the agent, submitted written statements in support of both applications. Councillor Jeet Bains, the Ward Councillor, raised objections on grounds including residential amenity, traffic and highway safety, design, heritage, planning policy compliance, density, overdevelopment, drainage, flood risk, and community impact.
Following deliberation, the committee resolved to grant planning permission for both applications, subject to the completion of Section 106 agreements to secure financial contributions towards sustainable travel improvements and car parking permit restrictions for future occupiers. Amendments were made to the conditions for both applications, including specifying the need for a maintenance plan for landscaping, submission of material samples, and securing the operation of gates by condition.
The Chapel, 29 Chaucer Gardens, Coulsdon
The committee considered a full application (25/03178/FUL) for the change of use of The Chapel, 29 Chaucer Gardens, Coulsdon, to nine Class C3 residential units and Class E uses, including a café, workspace, lounge, breakout room, and meeting rooms. The proposal also included the retention of BBC transmission equipment and welfare facilities for bus drivers, along with external alterations and landscaping.
Laura Field, Deputy Team Leader, presented the item. Carlo Novato, the applicant, and Charles King, Chair of the East Coulsdon Residents Association, spoke in support of the application. Councillor Mohammed Islam, Deputy Civic Mayor, also spoke in support. Councillor Jeet Bains had referred the application to the committee due to objections received above the threshold, citing concerns regarding residential amenity, traffic and highway safety, design, heritage, planning policy compliance, density, overdevelopment, drainage, flood risk, and community impact.
The committee resolved to grant planning permission, subject to a Section 106 legal agreement to secure a financial contribution towards sustainable travel improvements and the retention of the bus driver's toilet in perpetuity. Conditions were imposed regarding construction logistics, material details, landscaping, biodiversity, and the hours of use for the ground floor commercial spaces.
60 And Land R/O 62 And 62A Beulah Hill, Upper Norwood, London SE19 3EW
The committee considered an application (25/01694/FUL) for the demolition of No. 60 Beulah Hill and the erection of nine two-storey dwellings, with associated car parking, cycle parking, refuse storage, and landscaping. Yvette Ralston, Principal Planning Officer, presented the item. Andrew Rydlewski spoke in objection, and Andy Hollins spoke in support. Councillor Claire Bonham addressed the committee as the Ward Councillor.
The motion to grant the application, based on the officer's recommendation, was proposed by Councillor Helen Redfern and seconded by Councillor Clive Fraser. The committee voted to grant permission with ten members in favour, none against, and none abstaining.
