Open Council Network is an independent organisation. We report on Kingston upon Thames and are not the council. About us
The Surbiton Neighbourhood Committee meeting scheduled for Tuesday 24 February 2026 was set to discuss community grants, an update on the Seething Wells Filter Beds, and the council's work programme. The meeting also included provisions for public questions and petitions.
Seething Wells Update
A report was scheduled to provide an update on the Seething Wells Filter Beds, in line with a resolution from the Place Committee on 21 September 2023. The report was for information only and detailed the ongoing dialogue with landowners regarding the potential for a nature reserve, land valuation for purchase or lease options, and efforts to secure heritage protection. Historic England had declined applications for statutory listing for the Seething Wells Filter Beds, the Former Chelsea Waterworks Drainage Pumping House, and the Former Chelsea Waterworks Boundary Railings. The report also noted that the landowners had indicated they would pursue a planning application and appeal if constructive engagement with the council did not lead to progress on development for homes and open space. Updates were also provided on pursuing environmental schemes and the progress of the River Thames Scheme (RTS) development consent order.
Community Grants Programme
The committee was scheduled to consider allocations from the Councillor Ward Funding (CWF) as part of the Community Grants Programme. Three specific allocations were proposed: £931 for seven hanging baskets on Ewell Road, £6,750 for three large planters in Berrylands Ward, and £1,000 to support the Alpha Road Residents Association's Over 60s Easter Lunch. The report outlined the guidelines for CWF, which provides £2,000 per Councillor per financial year, and detailed the costs associated with each proposed allocation.
Work Programme
The committee's work programme was also scheduled for review. This included upcoming items such as the Ewell Road Cycle Route Experimental Traffic Management Order, parking issues on Verona Drive, a community safety update, a further update on Seething Wells, and the Tolworth Close Experimental Traffic Management Order consultation. The annual review of the Surbiton Neighbourhood Community Plan and a report on the Neighbourhood Manager's Ranger Activity for 2026 were also listed for future meetings.
